Minutes of a Joint Meeting of the Palm Springs City Council and the
Agua Caliente Band of Cahuilla Indians Tribal Council
CALL TO ORDER
A Joint Meeting of the Palm Springs City Council and the Agua Caliente Band of Cahuilla
Indians Tribal Council was called to order by Mayor Moon on Monday, July 23, 2018, at
6:00 p.m., at the Palm Springs Convention Center, Mesquite E -G, 277 N. Avenida Caballeros,
Palm Springs, CA 92262.
PLEDGE OF ALLEGIANCE
Mayor Moon led the Pledge of Allegiance.
ROLL CALL

Present: Councilmembers Christy Holstege, Geoff Kors, Lisa Middleton; Mayor Pro Tem
J.R. Roberts; and Mayor Robert Moon.
Tribal Council Agua Caliente Band of Cahuilla Indians
Present: Members Reid D. Milanovich, Anthony W. Purnel; Secretary/Treasurer Vincent
Gonzales III; Vice Chairman Larry N. Olinger; and Chairman Jeff L. Grubbe
City Staff
Present: David H. Ready, City Manager; Edward Z. Kotkin, City Attorney; Marcus Fuller,
Assistant City Manager; and Cynthia A. Berardi, Chief Deputy City Clerk, were
present at Roll Call. Other staff members presented reports or responded to
questions as indicated in the minutes.
INTRODUCTIONS
Mayor Moon and Chairman Grubbe led introductions of the City Council and Tribal Council.
PUBLIC COMMENT: None.
DISCUSSION ITEMS
A. CULTURAL CENTER UPDATE
Tom Davis, Chief Planning and Development Officer, provided an update on the Cultural
Center, noting that a ground-breaking ceremony was held on May 11, 2018; advised that the
project is anticipated to open in 2020.
The City Council spoke in favor of the project, noting that it will be a positive addition to the
Downtown.

B. RAMON ROAD BRIDGE PROJECT
Assistant City Manager Fuller provided an update on the project; advised that the City is
negotiating with property owners for right-of-way acquisition; expressed appreciation to the
Tribal Council for their cooperation in coordinating the project; stated that the project is
anticipated to be complete by 2022.
C. DOWNTOWN PARK UPDATE
Mayor Pro Tem Roberts provided an update on the project, noting that the project will be fast
tracked.
D. ECONOMIC DEVELOPMENT PROJECTS
Todd Hooks, Director of Economic Development (ACBCI), provided an update on various
development projects to be constructed on Tribal land.
E. INDIAN CANYON TWO-WAY CONVERSION PROJECT
Assistant City Manager Fuller summarized the status of the Indian Canyon Two-Way
Conversion Project, noting that construction would likely begin by November 2018. In
response to City Council inquiry, Mr. Fuller noted that the Coachella Valley Association of
Governments (CVAG) has awarded the City grant funds for the project.
F. LAND USE AGREEMENT - AMENDED AND RESTATED
John Plata, General Counsel (ACBCI), advised that the Tribal Council has directed staff to
review and amend the Land Use Agreement to clarify jurisdictional issues and land use
administration carve-outs related to the Billboard Ordinance, cannabis activities, and historic
preservation issues.
City Attorney Kotkin expressed support for updating the subject agreement.
G. AGUA CALIENTE CURRICULUM PROJECT WITH PALM SPRINGS UNIFIED
SCHOOL DISTRICT
Kate Anderson, Director of Public Relations (ACBCI), advised that the Tribe is working with
the School District and State Department of Education to create local American Indian
history curriculum offered to the third grade students.
H. PUBLIC SAFETY ACTIVITIES
Kate Anderson, Director of Public Relations (ACBCI), pointed out that the Tribe has
contributed over $1 million to the Cities of Palm Springs, Cathedral City, and Rancho Mirage
for public safety projects and equipment.
Mayor Moon noted that the City Council has focused on Public Safety enhancements, noting
that the City Council has approved upgrades to the Police Department and Fire Station No. 1
and No. 4.

IDENTIFICATION OF FUTURE AGENDA/DISCUSSION ITEMS: None.
CITY COUNCIL AND TRIBAL COUNCIL COMMENTS
Chairman Grubbe expressed gratitude for the positive working relationship with the City and
School District.
Mayor Moon announced that the City Council has adopted a Resolution declaring the fourth
Friday of September each year as Native American Day in the City of Palm Springs.
Mayor Pro Tem Roberts spoke positively about the Tribe’s Cultural Center.
ADJOURNMENT
At 6:50 p.m., the City Council adjourned to the next regular meeting Wednesday, September 5, 2018,
at 6:00 p.m. Council Chamber, City Hall, preceded by Closed Session, Small Conference Room,
City Hall, 3200 East Tahquitz Canyon Way, Palm Springs.
