SUBJECT: ACCEPT AN AWARD FROM THE U.S. DEPARTMENT OF JUSTICE IN
THE AMOUNT OF $19,769 AND APPROVE AN INTERLOCAL
AGREEMENT WITH THE RIVERSIDE COUNTY SHERIFF'S
DEPARTMENT AND OTHER PARTICIPATING RIVERSIDE COUNTY
CITIES FOR THE ADMINISTRATION OF THE GRANT
FROM: David H. Ready, City Manager
BY: - Police Department
SUMMARY
It is recommended that the City Council accept a grant award to the City in the amount
of$19,769 from the U.S. Department of Justice, Justice Assistance (JAG) Program and
sign an Interlocal Agreement with the cities of Banning, Cathedral City, Coachella,
Corona, Desert Hot Springs, Hemet, Indio, Jurupa Valley, Moreno Valley, Perris, the
County of Riverside and the City of Riverside, authorizing the Riverside County Sheriffs
Department, on behalf of the County of Riverside, to administer the grant on behalf of
participating agencies.
RECOMMENDATION:

Justice in the amount of$19,769 for the 2019 Justice Assistance Grant (JAG) Program.
2. Approve an Interlocal Agreement with the Riverside County Sheriffs Department,
and various cities within Riverside County, for the Riverside County Sheriffs
Department to administer the grant on behalf of participating agencies.
3. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The United States Department of Justice awards annual grants entitled Justice
Assistance (JAG) Programs to law enforcement agencies. In the past, the U.S.
Department of Justice awarded grants to individual law enforcement agencies.
However, beginning in 2012, the Department of Justice modified the grant process by

awarding the entire amount allocated for the thirteen (13) County of Riverside law
enforcement agencies in one disbursement.
The thirteen Riverside County law enforcement agencies agreed that one agency would
administer the total distributed amount, and that each of the participating agencies
would release ten percent (10%) of their individual awards to the administering agency
for program management. The Riverside County Sheriff's Department has been
selected as the administering agency. The amount awarded to the City of Palm Springs
for 2019 is $19,769. Under the agreement, the City of Palm Springs would release
$1,977 to the City of Riverside, leaving an award balance of$17,792.
JAG funds may be used for equipment or a variety of public safety programs. The
Police Department plans to use these grant funds to purchase ballistic helmets. Ballistic
helmets are essential and potentially life-saving pieces of equipment which can mitigate
the likelihood of injury or death to an officer in the event of an attack or assault. The
helmets will be issued to newly hired officers and used to replace existing helmets that
have exceeded their recommended life span.
FISCAL IMPACT:
This will have no impact on the General Fund and there are no matching funds required.
