The City has received the following questions and is hereby providing_ answers thereto: Q 1: Is there an incumbent and, if so, which firm? A 1: No. Q 2: Are subcontractors required to complete the forms? A 2: No. Q 3: Please clarify the requirement under 6. Proposal Evaluation Criteria, Item C6. Proposal requirements for C6 are written different ways on 2 different pages, as follows: Page 5: Experience and ability to provide other historic resource professional services as defined in the RFP document, including one brief sample of a Historic District Design Guidelines document. Page 8: Develop other historic preservation related documents such as Historic District Design Guidelines. A 3: The successful firms will be capable of preparing and producing a variety of different historic preservation—related documents. For example:historic resource reports, historic district design guidelines, the ability to research a particular property and integrate the research findings into industry standard "DPR forms", and soon as described in Section C, C.1 through C.10. The RFP requests examples of the firm's work by the submittal of examples of two types of documents: (1) a typical Historic Resource Report as noted in A.5 on page 7 and(2)a typical Historic District Design Guideline document as noted in C.6 on page 8. 3 Q 4: Do the Historic Resource Report samples have to be for city clients? A 4: It is preferred, but not required, that the example historic resource reports be for City clients. As noted in section A.5, 2 but not more than 3 examples of historic resource reports is requested. Preferably(but not a requirement) one would be an example of a historic resource SITE report and one example would be for a,historic DISTRICT resource report. Q 5: For Historic District Design Guideline sample, what is the preferred type of sample? One section?A selection of typical pages from different sections? Other? ' These need not be voluminous examples, but rather the type of historic district design guidelines that provide simple outline design guideline parameters for the historic district for which it is written. Q 6: How much archeological services are anticipated? A 6: Very little as the vast majority of sites and districts that the City processes are NOT archaeological in nature. Q 7: Is.a current business license in the City of Palm Springs required to bid on the RFP? A 7: No. As stated on page 13 of the RFP, the selected firm (or firms in this case) will be required to obtain a City of Palm Springs business license. Q 8: Fee'Proposal: We typically provide a range for hourly rate by position. Is that acceptable? A 8: No. Q 9:Attachment E: Is the completed form required if there is nothing to disclose? A 9: While it would be highly unusual for a firm responding to this RFP to have nothing to disclose based upon the requirements set forth in the Form, you would need to provide a.written explanation as to why you believe you are exempt from disclosure. The City shall be the sole judge as to whether you are, or you are not, exempt and if your firm will be evaluated or not. Q 10: North Wind Resource Consulting is seeking confirmation on the manual signature requirement for Attachment C. Fees,/Costs Proposal/Rates. The proposal submittal requires six copies, including one original copy; however, only Attachment C specifically requires a manual signature. Would the City accept an electronic image of an original signature as a manual signature on all documents, including Attachment C? A 10: ALL Attachments(A, B, C, D and E) reguire original manual wet-signatures. Please refer to the "Signature" lines that are on EACH Attachment. Note that Attachment B must be Notarized. An electronic image is NOT acceptable as a substitution for an original wet-manual signature. 4 Q 11: Do we need to provide 6 hard copies of the 2-3 sample historic resource reports? If so, can be they be bound together with the RFP as appendices? A 11: Yes,please include copies of the requested historic resource reports in your. 6 bound copies of your proposal(1 marked original, plus 6 copies)—this will assist our evaluators as they review your proposal. PROPOSAL On-Call Historic Resource Professional Services RFP HISTORIC RESOURCES GROUP 31 B.3. Potential Key Issues & Effective Resolution Issues can arise through lack of understanding of a project's parameters, failure to utilize effective tools for data collection, and lack of regular communication with City staff. Historic Resources Group successfully manages projects through careful communication and oversight. Client communication is the first key to an efficient project, including developing a firm understanding of project requirements and schedule before a project commences. Throughout a project, HRG will remain in close contact with City staff, providing frequent status updates and immediate notification of any issues or challenges. In order to stay on budget and schedule, all projects are overseen by an HRG principal. C.3. Apply the National Park Service's criteria for evaluating Historic Properties HRG has extensive experience in evaluating historic resources, both as part of survey projects and for individual assessments using the NPS Criteria for Evaluation. Properly prepared historic resource assessments include conducting research of primary and secondary resources, understanding the local evaluation and designation process, PROPOSAL On-Call Historic Resource Professional Services RFP HISTORIC RESOURCES GROUP 34 evaluating district boundaries, and identifying significant architectural styles and property types prior to making a determination of significance. All of HRG's work adheres to the National Park Service's Bulletins, including Bulletin 15: How to Apply the National Register Criteria for Evaluation, and The Secretary of the Interior's Standards and Guidelines for the Treatment of Historic Properties. These National Park Service publications inform the appropriate process to determine eligibility for listing on either the State of California register or the National Register and for appropriate architectural treatments of a building. CA..Use and Application of the Standard Industry DPR 523 Forms HRG has conducted numerous historic resources surveys and evaluations for individual properties and potential historic districts using the California Department of Parks and Recreation Series 523 Forms (DPR forms). The forms were developed by OHP in order to standardize data collection for the recordation and evaluation of potential historic resources in California. While OHP has been working to update the forms, they are still the industry standard for documenting historic resources. Recent HRG projects that included the preparation of DPR forms include surveys for Fresno, South Glendale, South Pasadena, and Riverside; in addition, all historic resources evaluations in the City of Beverly Hills require the preparation of forms, along with assessment reports and certain environmental review documents for the City of Los Angeles, and evaluations conducted for Section 106 of the NHPA. For examples of DPR forms that HRG has prepared please refer to the City of Fresno Fulton Corridor report included as a sample report in the tabbed section following this proposal. C.5. Provide Historic Resource Assessments for Environmental Review Compliance Under Programs Including the California Environmental Quality Act (CEQA), Including Archaeological Reports and Assessments HRG is an expert in the area of environmental review in California, and these activities constitute a large part of our practice. The firm has participated in the environmental review of numerous high-profile and complex projects and has successfully worked with lead agencies and other stakeholders to resolve CEQA-related issues. In addition, HRG was the administrator of the City of Los Angeles' Programmatic Agreement for Section 106 review for 13 years, which was done in. coordination with the Community Development Department and the Los Angeles Housing Department as part of their responsibilities under CEQA. A select list of environmental review documents prepared by HRG includes: • Archer School for Girls • CBS Columbia Square • Chapman University VPOA Packing House Adaptive Reuse and West Residential Village • City of Fresno Fulton Corridor and Downtown Neighborhoods Specific Plans • Golden State Mutual Life • Herald Examiner • Los Angeles International Airport Landside Access Modernization Program • Los Angeles Memorial Sports Arena Redevelopment Project • Loyola Marymount University Master Plan • NBC Universal Evolution Plan • Palladium Residences • Paramount Pictures Master Plan • Sunset-Bronson Studios Entertainment Center Project • University of Southern California Master Plan C.6. Develop Other Historic Preservation-related Documents Throughout its history, HRG has participated in shaping historic preservation policy in Southern California. HRG has participated in preservation planning efforts in numerous municipalities throughout California and has successfully worked with staff and stakeholders to craft .policy documents including historic preservation ordinances, incentive programs, preservation elements, and design and preservation guidelines. In addition, clients, including municipalities, commissioners, developers and private individuals, have counted on HRG's depth of knowledge and experience to address technical details and provide guidance related to historic preservation practice. Select projects related to the development of historic preservation policy include: • . Analyze and Prepare Focused Context Statements and Evaluation of Sites for Historic District Nominations In order to understand the significance of the historic and architectural resources in the City of Palm Springs, it is necessary to examine those resources within a series of contexts. This includes focused studies to understand the potential historic significance of historic sites and historic districts. Identifying and documenting the appropriate historic PROPOSAL On-Call Historic Resource Professional Services RFP HISTORIC RESOURCES GROUP 37 context depends on the specific needs of each project. Context statements often cover broad geographic areas (e.g. citywide contexts), but they can also examine a specific neighborhood or smaller geographic area (e.g. a potential historic district) or be thematically based (e.g. provide contextual information for the evaluation of LBGTQ resources, resources associated with women's history, resources that represent a specific property type, etc.). The overarching purpose of any historic context statement is to place built resources in the appropriate historic, social, and architectural context so that the relationship between the physical environment and its broader history can be established. This also helps to ensure that the City is evaluating similar resource types in a consistent manner citywide. Historic resource surveys and the development of historic context statements constitute a large part of HRG's practice. HRG has prepared historic resources studies for communities throughout California and is a leading consultant in the design and implementation of effective historic preservation programs. We have evaluated numerous potential historic districts for eligibility for designation at the federal, state, and local levels; this work includes the development of appropriate contextual information in order to properly evaluate each resource. Geographically-based contexts include the identification of a potential historic district associated with the original development of San Clemente; neighborhood-based contexts for the Ard Eevin, Royal Boulevard, and Cumberland Heights historic districts in the City of Glendale; and the Holmby Westwood and Melrose Hill potential historic districts in Los Angeles. In addition, we have conducted surveys for specific plan or community plan areas for numerous municipalities; these studies include the development of focused historic contexts specific to the development of these areas, while also relating to broader, citywide development patterns. HRG staff have also prepared numerous thematically-based historic contexts and nominations. These include context statements related to Chinese and Japanese American settlement in Los Angeles; Women's Civil Rights; and a current study looking at the intersection of suburbanization and race in Long Beach. For the evaluation of historic districts, the focused context would provide information for the development of the neighborhood or geographic area. In Palm Springs, many potential historic districts may be related to the historic tract development, particularly in the post-World War II era when many neighborhoods developed in a short amount of time. There is specific guidance from OHP, the NPS, and Caltrans for evaluating potential PROPOSAL On-Call Historic Resource Professional Services RFP HISTORIC RESOURCES GROUP 38 historic districts. Important factors for evaluating historic districts within a definable geographic area include a common theme or pattern of development, a distinct sense of time and place, and an overall cohesion and ability of the district to convey its historic significance. C.8. Conduct Field Surveys on Individual Sites to Complete Historic Resource Reports HRG staff would conduct fieldwork as part of any historic resource report or evaluation for the City. Preparation for most projects, including site inspections, would begin with a review of any available materials provided by the City, including planning documents, contexts, histories, and other studies. HRG staff would then conduct research of primary and secondary sources, including newspapers and periodicals, local histories, architect and landscape architect papers and archives, building permits and archival materials, and other materials as needed in order to understand the development history, period of significance, and potential changes overtime. With a solid foundation on the history of the site, HRG would then conduct the field survey. As part of the survey, HRG staff would document the existing conditions, alterations, and character-defining features in order to provide a comprehensive understanding of the site and its significance. Documentation would include photographs (keyed to a site plan, if needed), documentation of all alterations known through permit history and visual observation, and identification of those features that convey the property's potential significance. It is understood that access to private property may be limited; HRG staff typically conducts site visits from the public right-of-way, unless the property owner specifically grants access. CA Complete Nomination Packages for Listing on the National Register of Historic Places HRG has extensive experience in evaluating historic resources, both as part of historic resources surveys and individual assessments. These assessments include conducting research of primary and secondary resources, understanding the local evaluation and designation process, evaluating district boundaries, and identifying significant architectural styles and property types. HRG also has experience successfully nominating historic resources that are less than fifty years of age or which are more unusual sites. PROPOSAL On-Call Historic Resource Professional Services RFP HISTORIC RESOURCES GROUP 39 HRG has completed numerous successful nominations for historic designation at the federal, state, and local levels.
