AWARD BID FOR TRADE BID #4 SITE CONCRETE, CONCRETE & REINFORCING FOR
PHASE I OF THE PALM SPRINGS CONVENTION CENTER EXPANSION
RECOMMENDATION:
That City Council award the bid to Forward Services, Inc. in the amount of$210,636.00 for Trade
Bid#4-Site Concrete, Concrete&Reinforcing for Phase I of the Palm Springs Convention Center
Expansion.
SUMMARY:
On December 17, 2002, City Council rejected all bids for Trade Bid Package #4 - Site Concrete,
Concrete & Reinforcing because the low bid of$213,000 was over the engineer's estimate. The
trade package was re-advertised and a bid opening was held at 3:00 p.m. on January 7, 2003.
Although the lowest bid price of$210,836 also exceeds the engineer's estimate of$180,000, it is
still the lowest of all bids received. Staff recommends approval.
BACKGROUND:
City Council previously approved and adopted the plans, specification and working details for the
Phase I Convention Center Expansion and authorized solicitation for construction trade bids and
quotes.
As with the trade bids received during the downtown parking structure and airport terminal projects,
some individual trade bids will be above or below the engineer's estimate. The overall project is
within budget and is on the project time schedule. A schedule of all bid awards to date compared
with the cost estimates will be distributed at the City Council meeting.
Staff is recommending that Council award the contract to Forward Services, Inc. in the amount of
$210,636.00. The following is a list of those firms that bid and the amount of their bids:

N-11 PREVAILING WAGE RATES NOT APPLI-
CABLE: Funding for this project is derived solely
from local revenue sources and, as provided in
Section 7 06.030 of the City-s Municipal Code,
the work shall not be subject to prevailing wage
law.
N-12 RETAINAGE FROM PAYMENTS:The Con-
tractor may elect to receive 100 percent of pay-
ments due under the Contract from time-to-time,
without retention of any portion of the payment
by the City, by depositing securities of equivalent
value with the City in accordance with the provi-
sions of Section 22300 of the Public Contract
Code. The value of such securities, if deposited
by the Contractor, shall be as determined by the
City,whose decision on valuation of the securities
shall be final. Securities eligible for investment
hereunder shall be limited to those listed in Sec-
tion 16430 of the Government Code, or bank or
savings and loan certificates of deposit.
N-13 EXISTING REPORT ON SITE INVESTIGA-
TION:(a)The Bidder's attention is directed to the

rovia, CA., entitled "Geotechnical Investigation
Update Report" (Project 02-31-190-01) dated
June 21, 2002.

tracting, 3200 E. Tahquitz Canyyon Way, Palm

(c) Said report is made available for the conve-
nience of bidders only,and the City disclaims an
responsibility for its contents.All statements,find-

of Converse Consultants, and the City of Palm
Springs makes neither interpretations nor repre-
