We operate a horse drawn carnage company for more than 30 years in Lake Tahoe, Nevada. Personally, we feel honored to-know both Billy Ray and his wife, Anne. Professionally, we have always thought of Billy Ray as a trusted and valuable employee. Billy.always demonstrates consideration for our.horses, his fellow coworkers and our guests_ His knowledge of working with animals and also the public at large is remarkable. I would like to comment on the Crossroads Homeless Day Care Center part of the proposed expansion of the Desert AIDS Project. I am concerned about both rights and responsibilities as they pertain to three groups of people: 1. The Homeless 2. The Program Organizers/Administrators 3. The Palm Springs Community But before I address those issues, I would like to state that my partner Thomas and I fully support programs which address homelessness, as long as they have been well thought out, are effective, address documented actual needs rather than emotionally perceived needs, have been closely looked at from a cost/benefit viewpoint, and take into consideration the impact on the community as a whole. I my opinion, none of these conditions have been met. Let me tell you a little story which illustrates what can happen when you tenaciously pursue a goal without considering all the possible ramifications of achieving that goal. While I was growing up, my parents were the primary support of a missionary in Columbia. I remember on one of her visits, telling us how she finally convinced one of the natives to abandon his chosen profession as a woodcarver. She was passionate about pursuing her goal because his output was primarily religious statuary, which she considered as `graven images' and therefore wicked. The only other option he had was farming. Unfortunately, he did not choose to grow coffee, because the cartel which bought coffee beans did not pay enough for him to support his family. Instead, he decided to grow poppies. At the time I thought that that was really neat, because I loved flowers. I had no idea that this had nothing to do with flowers, but would end up as cocaine on the illegal drug market in the US. This illustrates what can happen when you do not do your homework and educate yourself on all of the factors involved in an issue. 5 In an attempt to further educate myself, I spent a few hours on the Internet. Here are some of the things I learned: • According to The National Institute of Mental Health and the Federal Task Force on the Homeless, roughly one-third of the homeless suffer from serious mental illness. • Homeless individuals with mental illness suffer primarily from schizophrenia, major depression, or bi-polar disorder. • A significant number of the homeless abuse alcohol and/or other drugs, which further exacerbates their situation. According to the Palm Springs Homeless Task Force, at any one time we have between 200 and 250 homeless in our city. That means, if this project is approved in its current form, we will be inviting 65+ seriously mentally ill into a neighborhood a few hundred feet from a middle school and across the street from elderly retirement communities. With no provisions to effectively address the mental health issues! The results of this invasion will be, in my opinion, both traumatic and devastating for many of the people in the neighborhood, on an ongoing basis. I find it incredulous that Dr. McKinney and Andrew Green told the Council several months ago that the site they were proposing on Sunny Dunes was the ideal location because it was in a primarily commercial neighborhood and was in the area where many of the homeless congregate, and now they are saying that the ideal location is in a primarily residential neighborhood, next to schools and the elderly, two bus trips away from the area where many of the homeless congregate! I may be a Senior Citizen, but I assure you that I (along with most of the citizens of Palm Springs in my age group) am not senile, and I am extremely offended by being treated as if I were. Or maybe they just consider us as stupid. According to the Regional Task Force on the Homeless (San Diego), the top unmet needs of the homeless are: • Alcohol & Drug Abuse Treatment • Emergency Shelter • Mental Health • Permanent Supportive Housing • Transitional Housing page s 1 The last two items are addressed in the Vista Sunrise proposal, but none of them are addressed by the Crossroads Homeless Day Care Center. I have attended three presentations by the DAP and the Palm Springs Homeless Task Force and am extremely disappointed that the issues I have raised above were not adequately addressed, or were not addressed at all. We were told at one of the presentations that homeless would be bussed to and from the center. When asked what the potential impact on traffic would be, we were told that no study had been done and that none was planned. I cannot believe that bussing up to 250 people twice a day would not have an impact on traffic. When asked about provisions for additional security, we were told that none would be provided, other than what was included in the Primary & After Hours Care Center component of the project. It appears to me that the Crossroads Homeless Day Care Center component of the project was ill-conceived with totally inadequate staff work supporting it. The impact on the neighborhood has been totally ignored and the initial and ongoing financial costs have not been addressed. I am therefore totally against this component of the project until the above issues are addressed and satisfactorily resolved. Sincerely, Robert R. Van Etten page 3
