HomeMy WebLinkAbout22606 - RESOLUTIONS - 10/7/2009RESOLUTION NO. 22606 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING A DONATION, NAMING AND COMMEMORATIVE MEMORIAL PROGRAM AND POLICY FOR NAMING CITY FACILITIES AND PROPERTY. WHEREAS, it is beneficial to the City and to the community to encourage donations for the purpose of acquiring, building and/or improving public facilities,- and WHEREAS, it is appropriate to publicly commemorate, memorialize, honor, and/or pay tribute in memory of a community or business leader(s). THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. The Donation, Naming and Commemorative Memorial Program [attached as Exhibit A and incorporated herein] is hereby approved. SECTION 2, The Donation, Naming and Commemorative Memorial Program shall not supersede the policies for the naming of private and public streets. ADOPTED THIS 7TH DAY OF OCTOBER, 2009. David H. Hutcheson, Councilmember Weigel, None. = -- mes Thompson, City Clerk City of Palm Springs, California10/'4Z-1�V4 Resolution No. 22606 Page 2 City of Palm Springs Donation, Naming and Commemorative Memorial Program Purpose To establish a policy and procedure for the City of Palm Springs for the acceptance of donations and to establish processes for the commemorative naming of public facilities, and/or property, and the memorializing of individuals in public facilities by private individuals. Policy It is the policy of the City of Palm Springs to encourage donations by individuals, civic groups and businesses for the purpose of improving public City facilities and to enhance the spirit of community and service by publicly commemorating and memorializing individuals by naming facilities in their honor or recognizing individuals through memorial plaques. Implementation The City of Palm Springs' "Donation, Naming & Commemorative Memorial Program" will be established by the City Manager's Office through the creation of the: Donation, Naming & Commemorative Memorial Program Committee The "Committee" will consist of one representative from the City's Parks & Recreation Commission Arts Commission Library Board Sustainability Commission; and the City Manager (or designee), the Director of Parks & Recreation, the Library Director, the Director of Finance and the City Clerk as appropriate. The Committee shall solicit from all City departments programs or projects that would be suitable for donations, naming or commemorative recognition. The Committee shall solicit, receive, review and advise the Palm Springs City Council of proposals for donations, naming or commemoration. The Committee may, as necessary, consult with the Public Works Department, and seek input as to any potential ongoing and continuing maintenance expense to the City. Committee recommendations shall regularly be presented to the Palm Springs City Council for final approval and acceptance.
