Ready, City Manager BY: Fire Department SUMMARY The City has purchased two new 2009 Pierce Quantum fire engines that were placed into service on October 12, 2009. The addition of these two new fire engines necessitate the surplus of a 1992 Beck reserve fire engine and 1990 Beck Telesqurt and removal from the fleet. The College of the Desert has a need for a fire engine at the newly opened Ray Wilson Fire Training Center in Thousand Palms to provide a variety of training to local firefighters and students. RECOMMENDATION: 1. Approve the removal of the 1992 Beck Fire Engine, Equipment No. 1 E4592, and 1990 Beck Telesqurt, Equipment No. 1TS43R, from the City's fleet. 2. Approve the donation of the surplus 1992 Beck Fire Engine, Equipment No. 1 E4592, to College of the Desert Public Safety Academy, Roy Wilson Fire Training Center in Thousand Palms. 3. Approve sending the surplus 1990 Beck Telesqurt, Equipment No. 1TS43R, to auction. 4. Authorize the City Manager to execute all related documents. STAFF ANALYSIS: The Fire Chief received a request for donation of a unit from College of the Desert Public Safety Academy. The 18 year old vehicle has been a reserve unit since 2007. ITEM NO, ^ ,V City Council Staff Report November 4, 2009 -- Page 2 Disposal of Miscellaneous Surplus This unit has been identified in the apparatus replacement plan for removal from the fleet as it can no longer be utilized in the United States as a first response engine since it does not comply with NFPA 1901 (Standard for Automotive Fire Apparatus). The Fleet Maintenance Manager has estimated the surplus value of this vehicle at $8,500.00. The donation of this unit to the Roy Wilson Training Center in Thousand Palms would provide a regional public safety benefit. The training center is in need of an engine upon which to train students in pumping operations and hose evolutions. Palm Springs Fire Department supports this new facility by providing instructors and will be assisting in the training at the Academy. Staff recommends that the City Council approve the donation of the surplus engine to the College of the Desert Public Safety Academy and that the 1990 Beck Telesclurt be sent to auction. FISCAL IMPACT: While there may be a surplus value of $8,500.00 for this 18 year old fire engine at auction, it is anticipated that this action would better serve the community by donating this vehicle to the College of the Desert Public Safety Academy to be used at the Roy Wilson Fire Training Center.
