Case 5.0732 — CONTRACT AGREEMENT AMENDMENT NO. 2 WITH PZL, INC. FOR
PROFESSIONAL PLANNING SUPPORT SERVICES,WITH THE TOTAL PROJECT COST
TO BE PAID BY PROJECT APPLICANTS,
RECOMMENDATION:
That the City Council approve the attached Minute Order approving Amendment No. 2 to
Agreement No. 4381 with PZL, Inc. for continued planning support services. Staff
recommends approval subject to final approval of amendment by City Attorney.
SUMMARY:
The Planning Department has several major projects coming on line which will required
services beyond the volume capabilities of current staff. The cost of these services are
estimated to be no more than $75,000, and the total cost would be paid by project
applicants with no impact on the General Fund. Approval of this contract amendment will
prevent other projects from being delayed due to the impact of these projects.
BACKGROUND:
The purpose of the existing planning services contract is to provide support to Planning
Division staff. This contract provides a backup support program for specific development
projects. All costs will be paid by project applicants, so there should be no direct cost to
the City.
The Specific project currently assigned to PZL, Inc. is the Palm Hills Specific Plan. The
Palm Hills Specific Plan review includes the Specific Plan text, review of the Environmental
Impact Report in preparation for public review, preparation of notices and reports, and
attendance at meetings, as needed. In 2001, PZL, Inc. assisted with the processing of the
Ocotillo Energy Facility.
The current contract expired on December 31, 2002, with a not to exceed contract sum of
$50,000.00. To date (included estimate for December, 2002), PZL, Inc. has submitted
invoices for serviced rendered in the amount of $25,003,94. The contract amendment
extends the contract to December31,2003 and increases the contract sum to$75,000.00.

As stated in the existing contract, the scope of services could involve a variety of planning
related tasks(beyond the Palm Hills Specific Plan mentioned above). The type of projects
to be assigned are at the discretion of the Director Planning and Zoning.
Planning Staff recommends approving the subject Contract Amendment No.2 for PZL, Inc.
because Jim Morrissey, the contract representative has proven to be a effective support
planner and option for our customers.

AMENDMENT NO. 2 TO AGREEMENT NO 4381
FOR PROFESSIONAL PLANNING SUPPORT SERVICES
THIS SECOND AMENDMENT TO THE CONTRACT SERVICES AGREEMENT NO. 4381 FOR
PROFESSIONAL PLANNING SUPPORT SERVICES (herein "Second Amendment"), made and
entered into on the day of , 2003 by the City of Palm Springs (herein "City"), a
municipal corporation, and PZL, Inc. (herein "Contractor"), amends that AGREEMENT NO. 4381
entered into by the same parties and dated July 05, 2001 as follows:
1. Section 2.1 Contract Sum: The existing Section 2.1 is hereby amended to add $25,OOOto
the contract not to exceed amount as follows:
"Section 2.0 Compensation:
2.1 Contract Sum:This contract sum shall be increased to a not to exceed contract amount
of$75,000.00 Dollars ("Contract Sum)."
2. Section 5.1 Term: The existing term is hereby amended to increase the contract duration
by one (1) year as follows:
"Section 5.0 Terms:
5.1 Terms - This contract shall be extended to December 31, 2003 unless terminated in
accordance with Section 5.2 below."
3. Exhibit A, "Scope of Services" - The paragraph under the heading "Duration" shall be
amended to extend the duration of the contract to December 31, 2003.
4. Miscellaneous. Except as expressly stated herein, all other terms and conditions shall
remain in full force and effect.
