HomeMy WebLinkAbout1/15/2003 - STAFF REPORTS (6) DATE: January 16, 2003 TO: City Council FROM: Executive Director—Airports AIRPORT INSPECTION PLAZA - BIRDAIR FABRIC STRUCTURE PURCHASE RECOMMENDATION: Itis recommended that City Council approve the sole source purchase and installation of the Inspection Plaza fabric roof structure from Birdair, Inc. SUMMARY: This action will allow for final design and fabrication to occur so that a timely installation can occur this summer/fall. BACKGROUND; To meet the security changes mandated by the federal government in response to the events of September 11, 2001, the Airport has developed a remote inspection plaza design. To provide weather protection at the plaza, as well as to provide the facility with a presence of importance,the Airport,with its design team, has developed a plan which includes a two-piece Birdair fabric roof structure. The design team selected the fabric roof architectural vernacular to provide the "importance presence" for the facility and at the same time to tie back to the Sonny Bono Terminal and the new rental car lot shade structures architectural "theme." The Planning Commission approved the overall project on October 23, 2002, and will review the inspection plaza on January 8, 2003. The Airport Commission approved the project on November 6, 2002, and has reviewed this purchase request at its meeting of January 8, 2003 (results to be reported at City Council meeting). In accordance with Section 7.04.020 of the Procurement and Contracting Code, the Director of Procurement and Contracting has conducted a good faith review of the available sources of this type of product and has determined that there is only one source available. In addition, in accordance with Section 7.05.040(3), the Director of Procurement & Contracting has determined that this type of material meets the standardization with the Sonny Bono Concourse and Ready/Rental Car Lot fabric roof structures. Attached is a sketch of the proposed plaza structure. Also, attached is the Birdair quotation for purchase and installation of the plaza structure. This item has been negotiated and value engineered down for an initial estimate of almost$700,000. The final negotiated price is $571,475 which includes design, fabrication and installation. Birdair's design consists of a structure that has a plan area of 6,354 square feet and surface area of 6,840 square feet. The structure is supported by one flying mast, one mast to grade, and two perimeter edge posts with tie back cables. The perimeter of the structure is tensioned with catenary cables. Birdair's proposal is based solely on: 1. Section 13000"Tensile Membrane Structures" of the Project Manual/Specification. 2. The attached Birdair Standard 10-year warranty. 3. The attached Birdair drawings and graphics. SCOPE OF WORK: Engineering. We include the following: 1. Engineering, design and patterning of the SHEERFILLO Architectural Membrane. 2. Engineering and design of the structural steel and cable elements. 3. Design of attachment system. 4. Coordination of interface details. 5. Development of installation procedure. 6. State of California PE stamp. Excluded from our engineering: 1. Engineering and design of concrete footings/foundations and anchor bolts. Supply. We include the following in our supply: 1. Fabricated SHEERFILLO Architectural Membrane. 2. Structural steel with finish paint. 3. Galvanized wire rope cables. 4. Aluminum clamping with studs, nuts, and washers (Birdair standard). 5. Maintenance and repair kit. 6. Shipment of all materials to the job site(Palm Springs, CA). 7. Coordination in order to obtain a building permit, which has no fee associated to it. 8. California state sales tax. Excluded from our Supply: 1. Concrete work of any kind, anchor bolts and or grout. 2. Electrical, mechanical or lightning protection equipment, components or their attachment to our work. 3. Gutters, scuppers, downspouts or additional water diverter. 4. Payment/Performance bond, Building permits or miscellaneous fees. Installation. 1. We will provide complete installation of all Birdair supplied materials. 2. Birdair's construction assumes clear, unobstructed, sequential and continuous access to the work during normal, daytime working hours and assumes all utilities, including trash receptacles, will be provided by the general contractor. 3. Birdair requires a lay-down area immediately adjacent to the installation site, for equipment and materials. 4. Birdair will install its work in a clean condition and will remove any dirt, which results from our forces or installation. Any additional cleaning is excluded. 3/4 5_ (Lon Installation Continued. 5. Birdair has excluded any traffic control, barricades or fencing. 6. Birdair has not included the cost of a site survey in its price. Schedule. Our price is based on the following schedule: 1. Preparation of design drawings for approval will take approximately six(6)weeks. 2. Birdair assumes the approval of design drawings will take approximately two(2)weeks. 3. Fabrication will take approximately eight(8)weeks from receipt of approval. 4. Shipping of materials to the job site will take approximately one(1)week. 5. Installation will take approximately five (5)weeks from delivery of materials to site. 6. Punchlist and demobilization will take approximately one (1)week. Commercial Terms. 1. Our price assumes that Birdair will receive timely payments for engineering, coordination and materials stored at Birdair's or our suppliers'facilities. We will provide reasonable documentation evidencing transfer of title to the Owner(or other appropriate party) and casualty insurance for stored materials. 2. Birdair will submit Monthly Progress Payment Applications and invoices based upon a Schedule of Values. Payment terms are net 30 days from the date of the invoice 3. Birdair accepts 10% retention from its monthly progress invoices. We also require that any retention be released 60 days from completion of its scope of work. Qualifications and Clarifications 1. Birdair's price is based on the Terms and Conditions herein and anticipates either acceptance of this proposal in its entirety or standard AIA contract At 01. Any other form of agreement may impact the price. 2. We specifically exclude liquidated or consequential damages. 3. We have not included costs for Builders' Risk Insurance. We will require that Birdair be named as an additional insured under the policies provided by the owner, and limit any deductible to$5,000 per occurrence. Our proposal is based on the insurance coverage and policies currently in place. 4. Birdair has included it's standard 10-year warranty. Due to surety requirements, any performance bond provided by Birdair will cover only the first year of the warranty. The warranty will be a separate contract between the owner and Birdair, and will be executed at the time of completion of the work. 5 Final geometry must be established prior to starting design work. If geometry changes during the course of the work, additional engineering cost and schedule delays may occur. 6. Birdair's price is based on the most economical fabric seam layout. 7. We reserve the right to modify steel design details as necessary, and have not included the cost of any weld or bolt testing and inspection. 31 BIRDAIR 10 YEAR LIMITED WARRANTY Birdair, Inc., ("Birdair") warrants, subject to the limitations and qualifications herein, that the fabric roof membrane supplied for this project has been fabricated in a workmanlike manner from materials meeting the requirements set forth in the drawings and specifications for the (INSERT: Project Name, Number, Location, and Owner and that it is free of defects in workmanship that will impair its serviceability. Birdair's responsibility under this warranty is expressly limited to repair or replacement of any fabric component that fails to perform in accordance with specification requirements due to excessive weathering of the fabric membrane resulting in erosion, blistering, flaking or peeling. This warranty does not apply to corrosion protection for exposed metals or cables. This warranty, other than for workmanship by Birdair, if any, does not apply to heat/smoke vents, lighting fixtures, sprinklers, mechanical systems, or other components attached to Birdair's work, whether supplied by Birdair or by others. Any warranty provided by a manufacturer of Birdair-supplied components, including the architectural fabric, will be provided to the Owner. Any manufacturer's warranty running to the benefit of the Owner as to Birdair-supplied components supersedes all warranty obligations of Birdair as to materials hereunder otherwise applicable to such components. The provisions of this warranty shall apply for a period of 10 years after the fabric roof membrane structure was erected, being Birdair's Date of Substantial Completion, which is agreed to be(INSERT DATE 1. The Owner will conduct a yearly inspection of the work for the duration of the warranty in accordance with the Service Manual and forward the inspection report to Birdair at the end of each year. The inspection form is attached to this warranty. THIS WARRANTY IS GIVEN IN LIEU OF ANY AND ALL OTHER WARRANTIES, EXPRESS OR IMPLIED, INCLUDING BUT NOT LIMITED TO WARRANTIES OF MERCHANTABILITY OR FITNESS FOR PURPOSE. No provision of this warranty is valid if the Owner or its representative is delinquent in any contract payment to Birdair, or if an inspection service agreement is required and has not been accepted or paid for.
