SUBJECT: Approve the Purchase of a 35' Fire Safety Education Trailer with
Earthquake and Extreme Weather Simulation Package.

This action would authorize the purchase of one (1) new 2010 35' Fire Safety Education
Trailer with an earthquake simulation package, funded by generous donations and
financial commitments from various community partners. No General Fund money will
be utilized for the acquisition of this trailer.
This Fire Safety Education Trailer enables the Fire Department to bring fire safety and
earthquake preparedness educational programs directly to the elementary schools and
after school facilities in the City of Palm Springs, as well as to special events throughout
the Coachella Valley. Children are introduced to an interactive, hands-on learning
environment where they participate in specific fire safety, earthquake and extreme
weather simulations.
RECOMMENDATION:
1) Approve the purchase of one (1) new 2010 35' Fire Safety Education Trailer with
an Earthquake Simulation Package from Mobile Concepts by Scottie, of Mt. Pleasant,
PA in the amount of $65,014.63.
2) Authorize the City Manager to execute all necessary documents.

The Palm Springs Fire Department has been working with community partners for the
past two years to secure the necessary funding to purchase a new Fire Safety
Education Trailer. As a result, a total of $70,700 has been generously donated or
committed for the purchase of the trailer by the following partners on this project:
Agua Caliente Band of Cahuilla Indians $25,000
BP $20,000
Palm Springs Unified School District $10,000

Total $70,700
The Fire Department will separately purchase a Honda EU6500 generator, necessary
for powering all of the operating components of the new trailer, with the remaining fund
balance in this account. The Palm Springs Fire Department will be responsible for the
operation, maintenance, and storage of the Fire Safety Education Trailer.
The new trailer will be used to teach fire safety and earthquake preparedness programs
during Fire Prevention Week at the elementary schools in Palm Springs, safety fairs,
church events, Village Fest, and the various programs held outside the fire stations
throughout the year. The Palm Springs Unified School District will be allowed use of the
trailer to teach elementary students at district schools that are not located in the City of
Palm Springs.
The trailer promotes participation in fire safety education and earthquake preparedness
through an interactive, hands-on learning environment where the children participate in
specific fire safety exercises. Children will be removed from a familiar setting and
immersed into an interactive experience with the instructor. Practicing fire safety and
earthquake preparedness skills immediately after the presentation will assist the
students in retaining the knowledge by creating a memorable and positive experience.
The Procurement Division conducted a competitive bid process (IFB 10-01) for one (1)
new 35' Fire Safety Trailer with a bid due date of September 22, 2009. Three (3)
manufacturers responded and Mobile Concepts by Scottie, located in Mt. Pleasant, PA
was the lowest responsive, responsible bidder.
FISCAL IMPACT:
Funding for the Fire Safety Education Trailer has been generously donated to the Fire
Department and is available in account number 261-3600-53036.
