SUBJECT: AWARD PURCHASE OF ONE (1) 2010 INTERNATIONAL DURASTAR
#4400 300-HP HEAVY DUTY TRUCK FOR URBAN SEARCH & RESCUE
PROGRAM UTILIZING CALIFORNIA DEPARTMENT OF HOMELAND
SECURITY GRANT FUNDS.

SUMMARY
This action would authorize the purchase of one (1) 2010 International Durastar #4400,
300-HP heavy duty truck from Westrux International located in Colton, CA through a
cooperative purchase with Riverside County.
This heavy duty truck will be used to store and transport specialized technical rescue
equipment as part of the Riverside County Fire Chief"s Urban Search and Rescue
Program. Grant funding for this vehicle has been awarded as part of the 2008/2009
Homeland Security Grant received by the City of Palm Springs.
RECOMMENDATION:
1) Approve a cooperative purchase with Riverside County for one (1) 2010
International Durastar #4400, 300-HP heavy duty truck from Westrux International, Inc.
located in Colton, CA in the amount of $91,938.20
2) Authorize the City Manager to execute all necessary documents.

In January 2009 the City of Palm Springs accepted a Homeland Security Grant from the
California Office of Homeland Security via the Riverside County Fire Chiefs Association
in the amount of $91,938.20 to purchase a heavy duty truck to transport specialized
technical rescue equipment that will enhance our ability to plan for, and respond to,
Urban Search and Rescue incidents, as well as chemical, biological, radiological,
nuclear and explosive incidents.

As a condition of the Homeland Security Grant, the vehicle must be code three
equipped and be available for immediate and rapid response to other Riverside County
fire departments for emergency incidents upon request. The vehicle specifications were
determined by the County of Riverside, and Palm Springs Fire Department has been
asked to "host" and maintain the vehicle in the desert area. Because of this, the
opportunity to explore an alternative fuel vehicle was not afforded to staff. Two identical
trucks are being purchased from the bid and will be hosted by the Pechanga Fire
Department and the Riverside County Fire Department. It is the Fire Department's
intent to cross train on the equipment with the Cathedral City and Cal Fire/Riverside
County Fire Departments on a regular basis.
Pursuant to Section 7.09.010 of the Municipal Code, the City Council may award the
acquisition of supplies, equipment or services through a joint powers or other
cooperative purchasing program with another public entity. The County of Riverside
was the lead agency on this project and conducted a formal competitive process
(RFQ#FPARC-081) for the bidding of three (3) Urban Search and Rescue trucks and
received four (4) bids on the August 17, 2009 bid due date. By the City of Palm Springs
participating in the County's bid, due to economies of scale of multiple units, the price is
likely to be less than if the City conducted an independent process for just a single unit.
The County of Riverside has awarded their bid to the lowest, responsive, responsible
bidder Westrux International Inc., of Colton, CA.

The City will fully utilize all $91,825 of the 2008 California Department of Homeland
Security Grant awarded for this purpose and is available in account number 261-3600-
53045, and the remaining $113.20 balance will come from Fire Dept. account 001-
3520-42980.
