APPROVE AMENDMENT NO. 3 TO CVAG/CITY REIMBURSEMENT AGREEMENT,
ALLOCATING $50,000 FOR ADMINISTRATION OF INDIAN CANYON/ 1-10 INTERCHANGE
RECOMMENDATION:
It is recommended that City Council approve Amendment No. 3 to CVAG/City Agreement No.
A4317 with the Coachella Valley Association of Governments (CVAG), allocating $50,000 in
Regional Measure A funds for Project Administration, amending total project costs to $16,302,843
for the Indian Canyon Drive/Interstate 10 Interchange, City Project No. 2000-14.
SUMMARY:
On December 6, 2000 City Council approved a master reimbursement agreement No. A4317 with
CVAG in the amount of $943,843 for the design of the Indian Canyon Drive/ 1-10 Interchange.
Amendment No. 1 provided $9,000 towards Preliminary Engineering and Amendment No. 2
provided $15,300,000 in Federal STIP Grant funds for the Construction Phase of the Indian/1-10
Interchange. Amendment No. 3 for $50,000 funds Project Administration for a combined total
budget of $16,302,843 for the Indian Canyon/Interstate 10 improvement project. (CVAG/City
Agreement No. A4317).
BACKGROUND:
On December 6, 2000 City Council approved the initial master reimbursement agreement with
CVAG forthe Indian/1-10 Interchange and CVAG designated Palm Springs as the lead agency for
the project.
On November 14,2001 City Council approved Amendment No. 1 to CVAG Master Agreement No.
A4317, allocating $9,000 towards City preliminary administrative costs for the project.
On May 1, 2002 City Council approved Amendment No. 2 to CVAG Agreement No. A4317,
allocating $15,300,000 in Federal STIP (State Transportation Improvement Plan) grant funds
towards the construction phase of the Indian/1-10 Interchange Project.
An off-setting budget adjustment will increase the Indian/1-10 project Account#134-4498-50185 by
$50,000 to cover the Amendment No. 3 increase at no cost from the City general fund.

AMENDMENT NUMBER THREE/LEAD AGENCY STAFF ADMINISTRATION TIME
THIS AMENDMENT NUMBER THREE is made and entered into this_ day of
, 2003, by and between the City of Palm Springs ("Lead Agency"), the County of
Riverside("Agency"),and the Coachella Valley Association of Governments,a California joint
powers agency, ("CVAG"), and is made with reference to the following background facts and
circumstances:
This amendment obligates and authorizes for expenditure, funds not previously authorized
under the terms of the existing reimbursement agreement for the "Indian Avenue Interstate 10
Interchange Design Engineering and Environmental" ("the Project"), dated December 6, 2000,
amendment number one, dated November 14, 2001, and amendment number two, dated May 1,
2002. All other provisions are considered in force.
This amendment number three shall authorize additional funds in the amount not to exceed
$50,000 for administration andto allow the Lead Agency to recover an amount representing the time
of its employed staff in working on this Project. For further detail please see Amendment Number
Three -Exhibits "B" .

I HEREBY CERTIFY that this Minute Order approving Amendment No. 3 to CVAG/City Agreement
No. A4317 with the Coachella Valley Association of Governments , allocating $50,000 in Regional
Measure A funds for project administration,and amending total project costs to$16,302,843 for the
Indian Canyon Drive/Interstate 10 Interchange; City Project No. 2000-14, was adopted by the City
Council of the City of Palm Springs, California, in a meeting thereof held on the 2nd day of January,
2003.
