HomeMy WebLinkAbout12/18/2002 - STAFF REPORTS (19) DATE: December 18, 2002 TO: City Council FROM: Director of Public Works/City Engineer PALM SPRINGS SKATE PARK RECOMMENDATION: It is recommended that the City Council approve and adopt the plans, specifications and working details, and authorize advertisement for construction bids for the following two projects: 1) Palm Springs Skate Park Construction, City Project 02-23 2) Swim Center, Pool House & Concession Stand Improvements, City Project 98-21 SUMMARY: Section 7.03.040 of the Procurement and Contracting Code requires that Council approve and adopt plans, specifications and working details, and authorize the bid request for all public projects in excess of $100,000. Approval of these two projects will allow staff to proceed with these public projects, with a total estimated cost of$1,600,000. BACKGROUND: Widespread community support for, as well as previous Council endorsement of construction of a community skate park facility within the Sunrise Park grounds led to the award of a design contract with Site Design Group on April 24, 2002. Development of the conceptual plans forthe skate park facility, designed by Interactive Design Group,following months of community involvement and review by the Parks & Recreation Commission, Planning Commission, as well as previous City Council study session reviews,have resulted in development of plans and specifications for construction bidding of this facility. The City has successfully received over $500,000 in state grants toward the construction of the skate park facility. Due to the fact that the use of state funds requires contract provisions for prevailing wages, staff has divided the construction of this facility into two separate projects. The skate park portion of the project where state grant funds will be used and where prevailing wage rates will apply has been entitled: Palm Springs Skate Park Construction, City Project 02-23; whereas, the swim center renovations and new pool house/concession stand building construction where general funds will be used, and thereby prevailing wage rates will not apply (and by extension, lower construction costs will result), has been entitled: Swim Center, Pool House & Concession Stand Improvements, City Project 98-21. The Palm Springs Skate Park Construction project includes within its scope of work the following: • Removal of existing concrete sidewalk and concrete masonry block walls; • Demolition and removals,and associated hazardous material handling and disposal of the existing pool house building; • Clearing, grubbing, removals and grading of the skate park site; /s';4 Palm Springs Skate Park December 18,2002 Page 2 • Construction of a complete Portland cement concrete skate park with various ledges, basins, pools, bowls, and other elements, including decorative coping, ceramic tile treatment, and steel edging; • Construction of new decorative Portland cement concrete walkways, concrete masonry block walls, and retaining walls; • Construction of decorative wrought iron fencing and gates; and • Installation of landscaping, irrigation, and lighting and electrical systems Following review of the skate park project by Council at its December 11 Study Session, staff was made aware of the fact that the custom cable and canopy system originally conceived by Ralph Raya and presented to the Council would not function appropriately within the skate park itself. On closer inspection of the structural plans, staff was made aware of the fact that additional support columns would be necessary within the skate park area and not limited to its perimeter, representing an obstacle and safety hazard to skate park users. Although Council supported this canopy concept, the structural requirements to support the weight of the canopy and lights are not consistent with the layout of the skate park area. In order to move forward with construction of the skate park, staff has included in the bid documents the following alternative options relating to the park lighting system: 1) Install only the infrastructure (conduit, footings, and basic electrical system)for the traditional 25-feet high pole and 1000-watt flood light system, but with no poles and lights, implying that the City, at least initially, would not operate the park at night.; 2) Install the complete traditional flood light system; 3) A revision to Ralph Raya's original concept, includes only poles and cables to support hanging direct cut-off flood lights, but without the canopy system; and 4) A cantilever canopy system identical to the type installed at the parking structure, providing shade around the perimeter of the skate park facility, (to be included, if structural plans are available for inclusion into the bid documents prior to bidding). The fourth concept is one that would continue to include a canopy-type structure that has received strong Planning Commission and Council support, and allows for the ability of "tying together" the canopy-type forms found at the airport and the new parking structure. Another optional item to be included, in response to Council direction received at the December 11 Study Session, will relate to construction of either a wrought iron fence or masonry block wall along the property line between the skate park and high school. The Swim Center, Pool House & Concession Stand Improvements project includes within its scope of work the following: 1) Construction of a new bath and locker room facility and concession/administration building, complete with all required fixtures; and 2) Removal and replacement of existing swim center filtration, heating and chemical equipment and systems Palm Springs Skate Park [December 18,2002 Page 3 This action is being brought before Council to be in compliance with the Procurement and Contracting Code. The plans and specifications are continuing to undergo final review by City staff through the plan-check process, and minor modifications relating to technical details and specifications may be required following Council's formal approval of the plans and specifications. Upon Council's approval with this action and final plan-check corrections, as required to ensure compliance with applicable building codes and other related issues, staff will schedule bid advertisements, with a tentative bid opening date of January 28, 2003. (b) As a condition of award, the successful bidder will be required to submit payment and performance bonds and insurance.
