C U " City Council Staff Report qL/FWL Date= September 2, 2009 CONSENT CALENDAR Subject: TRAFFIC SIGNAL MAINTENANCE SERVICES AGREEMENT MODIFICATION AND BUDGET AMENDMENT From: City Manager Initiated By: Director of Public Works/City Engineer SUMMARY Agreement No.4725 with the County of Riverside approved by City Council on June 18, 2003 and by the County of Riverside on October 28, 2003 provided the City with traffic signal maintenance services by the County of Riverside Transportation Department. Approval of this modification will allow for the maximum amount to increase from $200,000 to $232,297.80 for fiscal year 2008/2009 and amend the 2009/2010 budget from $200,000 to $232,297.80 to cover the increase to said contract. RECOMMENDATION- 1) APPROVE MAXIMUM CONTRACT AMOUNT OF $232,297.80 FOR AGREEMENT NO. 4725 WITH RIVERSIDE COUNTY DEPARTMENT OF TRANSPORTATION FOR TRAFFIC SIGNAL MAINTENANCE FOP, THE 2008/2009 FISCAL YEAR. 2) Approve Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING THE BUDGET FOR THE 2009-2010 FISCAL YEAR." 3) Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: On June 18, 2003, City Council approved a Traffic Signal Maintenance Services Agreement (A#4725) with the County of Riverside. Council action provided an amount not to exceed $150,000 per year for each of an initial three years. The terms of the agreement however calls for payment on a time and materials basis as it is not possible to predict the exact volume of necessary signal maintenance services. If the cost per year is proposed to increase, Council authorization would be required. The 2008/2009 fiscal year budget for signal maintenance was $200,000. The final invoices for 2008/2009 fiscal year have recently been received and total $232,297.80. Invoicing for the County of Riverside frequently is received several quarters after the service is provided. ITEM NO. 2 - City Council Staff Report September 2, 2009- Page 2 Riverside County Signal Maintenance Increase In order to provide final payment for those services it is necessary to amend the 2009/2010 fiscal year budget and transfer $32,297.80 from the General Fund Balance to augment the signal maintenance contractual services expenditure account number 001-4301-43200. FISCAL IMPACT: Funds for payment to the County of Riverside are budgeted annually in account number 001-4301-43200 (Contractual Services). This is the final payment for the services to the County of Riverside, as a new contract with Republic ITS was approved by Council on February 18, 2009 and service began on April 1, 2009. David J. WHEREAS, Resolution No. 22531 approving the Budget for the Fiscal Year 2009-10 was adopted on June 17, 2009; and WHEREAS the City Manager has recommended, and the City Council desires to approve, certain amendments to the budget for Fiscal Year 2009-10. NOW THEREFORE THE CITY COUNCIL DETERMINES, RESOLVES AND APPROVES AS FOLLOWS: SECTION 1. The Director of Finance is authorized to record inter-fund cash transfers as required in accordance with this Resolution, and Resolution No. 22531, adopting the Budget for Fiscal Year 2009-10 is hereby amended as follows: ADDITION(S): Fund Activity Account Amount 001 14301 43200 $32,297.8D SOURCE(S): Fund Activity Account Amount 001 29301 $32,297.80 PURPOSE: Riverside County Transportation Dept.
