HomeMy WebLinkAbout12/18/2002 - STAFF REPORTS (14) DATE: December 18, 2002 TO: City Council FROM: Executive Director—Airports CONVENTION CENTER -TRADE CONTRACT AWARDS RECOMMENDATION: It is recommended that City Council approve trade contracts with trades in excess of $100,000 on the Phase I Convention Center Expansion Project and provide project administration authority. SUMMARY: This action would result in award of contract for the larger trades on the Phase I Convention Center Expansion and provide project administration authority to the Executive Director—Airports. BACKGROUND: The Phase I Convention Center Expansion Project entails an expansion/remodel of the kitchen facilities and a conversion of the Springs Theater to meeting rooms. This project has a pre-bid engineer's construction cost estimate of $2,653,585 (see attached estimate). The project is being constructed under a Construction Manager format and will be individually bid to trade contractors. Bid tabulations and Minute Orders awarding specific trades will be provided at the City Council meeting. On October 15, 2002, the City Council approved the plans for bid and set project administration parameters based on a$2 million project estimate. Since that time, the City Manager has appointed the Executive Director — Airports as the Project Administrator and the estimated construction cost has been updated. The attached Resolution establishes updated project administration parameters to authorize the project administratorto approve Change Orders up to a cumulative total of$241,235. This is 10% of the expected total construction cost which is higher than usual, but because of the complicated nature of the remodel,the upcoming holiday season and the extremely short construction period, the added flexibility is requested. OF THE CITY COUNCIL OF THE CITY PALM SPRINGS, CALIFORNIA, RESCINDING SECTION 2 OF RESOLUTION #20477 AND REPLACING IT WITH NEW PROJECT ADMINISTRATION PARAMETERS FOR THE CONVENTION CENTER PHASE I EXPANSION REMODEL PROJECT. WHEREAS on October 16,2002,the City Council approved Resolution#20477 which, among other things,established project administration parameters for the Phase I Convention Center Expansion Remodel Project based on a $2 million estimate; and WHEREAS with an updated cost estimate available the City Council is desirous of updating the project parameters to ensure timely completion of the project; NOW THEREFORE BE IT RESOLVED by the City Council of the City of Palm Springs as follows: Section 1. Section 2 of Resolution #20477 is hereby rescinded. Section 2. Forthe Phase I Convention Center Expansion/Remodel Project,the Executive Director—Airports is hereby authorized to execute all necessary contractual documents on behalf of the City and is authorized to approve cumulative Change Orders equal to a total of$241,235, subject to regular report back to City Council, within 30 days of each approved Change Order. When the amount of $241,235 is exceeded, all additional Change Orders shall be approved by City Council. ADOPTED this day of 2002.
