LED LAMP RETROFIT INSTALLATION PROJECT
RECOMMENDATION:
It is recommended that City Council approve Contract Change Order No. 1 to S&K
Electric, Inc., for a decrease of $8,560.00, for a total contract amount of
$55,440.00, for the LED Lamp Retrofit Installation Project, City Project No. 01-02.
SUMMARY:
Contract Change Order No. 1 will adjust estimated quantities to reflect actual
quantities of LED traffic signal lamps installed during construction.
BACKGROUND:
On March 21, 2001, the City Council awarded S&K Electric, Inc., the contract for
the LED Lamp Retrofit Installation Project, City Project No. 01-02, This project
facilitates replacement of standard incandescent traffic signal lamps with energy-
efficient LED lights, and was made possible through the award of a California
Energy Commission (CEC) grant and loan.
Engineering staff originally conducted an overall count of traffic signal lamps
throughout the City that would be replaced through this project. That count was
increased to an amount that would be sufficient to cover actual quantities of traffic
signal lights replaced by the contractor, and was used to determine the amount of
the CEC grant and loan applied for by the City.
The proposed Contract Change Order will adjust the final contract price for this
project to reflect actual quantities of replaced traffic signal lights, and covers the
following items:
Increase to Contract Items:
Item 3, 8" LED Modules, the estimated quantity is increased by 52 to reflect an
actual total of 202 8" LED Modules installed by this project.
Decrease to Contract Items:
Item 2, 12" LED Modules, the estimated quantity is decreased by 300 to reflect an
actual total of 1,850 12" LED Modules installed by this project.
Item 4, LED Pedestrian Modules, the estimated quantity is decreased by 144 to
reflect an actual total of 456 LED Pedestrian Modules installed by this project.
Eighty-three(83) additional work days will be added by this Contract Change Order
as a result of delays in the receipt of materials from the manufacturer, and the
requirement that some of the pedestrian modules be returned and replaced with
a different model.

Sufficient funds are available in account no. 261-4491-50187 (LED Traffic Signal
Lamps).

C.REASONS FOR CHANGES:
Actual quantities placed for Bid Items 2,3 and 4 differed from the original estimate which resulted in a credit to the
contract.
Original completion date for this project was June 14,2001. The project was not completed until October 10,2001.
This was due to delays in the receipt of materials from the manufacturer, and the requirement that some of the
pedestrian modules be returned and replaced with a different model. These delays were in no way the fault of the
Contractor and therefore 83 working days are being added to the contract.
