SUBJECT: PROPOSED RESOLUTION IN SUPPORT OF A "PRESERVE AMERICA
COMMUNITY" DESIGNATION FOR THE CITY OF PALM SPRINGS AND
FOR THE CONTINUED PROTECTION OF HISTORIC RESOURCES IN
THE COMMUNITY

SUMMARY
The Historic Site Preservation Board has requested that staff make application to the
National Advisory Council on History Preservation for designation of Palm Springs as a
Preserve America Community. This designation recognizes the City's commitment to
protecting the historic assets of the community. As part of the application, a resolution
of the City Council is required which expresses the Council's support for the application
and for continued protection of historic resources. The Historic Site Preservation Board
has reviewed and recommended a draft resolution for Council consideration.
RECOMMENDATION:
Recommendation: Approve Resolution No. , "A RESOLUTION OF THE CITY
COUNCIL OF THE CITY OF PALM SPRINGS DECLARING ITS SUPPORT FOR A
"PRESERVE AMERICA COMMUNITY" DESIGNATION FOR THE CITY OF PALM
SPRINGS AND FOR THE CONTINUED PROTECTION OF HISTORIC RESOURCES
IN THE COMMUNITY"
STAFF ANALYSIS:
"Preserve America" is a national initiative established by President Bush in 2003 that
encourages and supports community efforts to preserve and enjoy the nation's cultural
and natural heritage. The goals of the program include a greater shared knowledge
about the nation's past, strengthened regional identities and local pride, increased local
participation in preserving the country's cultural and natural heritage assets, and
support for the economic vitality of our communities (see attached information).

Under the Preserve America program, communities may apply for special designation
as a Preserve America Community, which recognizes communities that:
• protect and celebrate their heritage;
■ use their historic assets for economic development and community
revitalization; and
• encourage people to experience and appreciate local historic resources through
education and heritage tourism programs.
Benefits of designation include:
• White House recognition;
• a certificate of recognition;
• a Preserve America Community road sign;
• eligibility for Preserve America grants;
• authorization to use the Preserve America logo on signs, flags, banners, and
promotional materials;
• listing in a Web-based Preserve America Community directory;
• national and regional press releases; and
• enhanced community visibility and pride.
On June 9, 2009, the Historic Site Preservation Board reviewed a draft resolution and
voted unanimously to recommend it for Council approval. Approval of the resolution will
allow the application to be processed for approval by the Advisory Council on Historic
Preservation.

SPRINGS DECLARING ITS SUPPORT FOR A "PRESERVE
AMERICA COMMUNITY" DESIGNATION FOR THE CITY OF
PALM SPRINGS AND FOR THE CONTINUED PROTECTION OF
HISTORIC RESOURCES IN THE COMMUNITY
WHEREAS, Preserve America is an Administration initiative developed in
cooperation with the Advisory Council on Historic Preservation, the U.S.
Department of the Interior, and the U.S. Department of Commerce; and
WHEREAS, the goals of this initiative include a greater shared knowledge about
our nation's past, strengthened regional identities and local pride, increased local
participation in preserving the country's irreplaceable cultural and natural
heritage assets, and support for the economic vitality of communities; and
WHEREAS, this initiative is compatible with interests and goals of the City of
Palm Springs related to historic preservation, and
WHEREAS, the designation of the City of Palm Springs as a Preserve America
Community will improve the ability of both the City and the community to protect
and promote our historical resources.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
SECTION 1. That the City of Palm Springs seeks approval for the designation of
the City as a Preserve America Community;
SECTION 2. That the City Council of the City of Palm Springs will protect and
celebrate our heritage, use our historic assets for economic development and
community revitalization, and encourage people to experience and appreciate
local historic resources through education and heritage tourism programs.
