SUBJECT: APPROVE PURCHASE OF PORTABLE RADIOS FROM MOTOROLA

SUMMARY
The police department was successful in obtaining grant funding to purchase additional
Motorola portable hand-held radios to be used with the ERICA interoperability
communications project.
RECOMMENDATION:
1. Waive the competitive requirements of the Municipal Code and approve the
purchase of 100 Motorola XTS2500 Portable radios in the amount of
$247,312.12 from Motorola.
2. Authorize the City Manger to execute all necessary documents.
STAFF ANALYSIS:
On July 30, 2008 City Council voted to participate in the E.R.I.C.A. (Eastern Riverside
County Interoperability Communications Authority) project and authorized expenditure
of $3.1 M for the communications equipment. Staff had originally requested more radios,
however the request was reduced for cost savings.
Staff was successful in getting $247,846 from the Homeland Security Grant Program
(HGGP) to purchase additional portable radios. This purchase will be a change order to
the original contract which allows us to get the radios at /2 the current retail price.
Motorola ended their '/2 price offer in January 2009, however staff has worked closely
with Motorola representatives to get the offer extended for this change order.
Staff also received authorization from the State to purchase these radios through sole
source from Motorola. This is important as we need to purchase the same equipment as
the original purchase so they will be compatible. This will also allow us to make this
purchase via a change order and obtain the discount.

FISCAL IMPACT:
The $247,312,13 will be paid from the Homeland Security Grant Program (HGGP) that
the City was awarded. There will not be an impact on the General Fund.

Coaehaln The Governor's Office of Homeland Security (OHS) has approved Riverside County's FY08
HSGP application and has authorized the commencement of expenditures and
Desert Hot Springs reimbursement requests. The overall performance period of this grant is 10123/08 —
2/28/11. Equipment purchases must be completed no later than 1013112009, which means
Indian wells that the equipment must be purchased, received and paid for by that date.

This letter serves as your authorization to begin spending and requesting reimbursement of
Lake Elsinore your Anti Terrorism Approval Authority (ATAA) approved projects. Please remember that
La Quinia changes to your grant will require the approval of ATAA prior to incurring any costs and all
modifications and sole source procurement requests require additional approvals from
Moreno Valley OHS prier to incurring any costs. Your Agency's Financial Workbook outlining your
approved spending will be sent via email. Please print it out and add it to the folder that
Palm Desert was provided to you at the workshop.
