Piy c+ u m CITY COUNCIL STAFF REPORT DATE: June 17, 2009 CONSENT CALENDAR SUBJECT: EXTEND SUSPENSION OF TWO-HOUR TIME LIMITS ON PORTIONS OF INDIAN CANYON DRIVE AND BELARDO ROAD FROM ALEJO ROAD TO RAMON ROAD AND DOWNTOWN CITY-OWNED PARKING LOTS AND PARKING STRUCTURE UNTIL JUNE 30, 2010 FROM: David H. Ready, City Manager SUMMARY This is a Resolution to extend the suspension of two-hour time limits on portions of Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road, and downtown City-owned parking lots and parking structure until June 30, 2010, RECOMMENDATION: Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, EXTENDING THE SUSPENSION OF TWO-HOUR TIME ,LIMITS ON PORTIONS OF INDIAN CANYON DRIVE AND BELARDO ROAD FROM ALEJO ROAD TO RAMON ROAD AND DOWNTOWN CITY-OWNED PARKING LOTS AND PARKING STRUCTURE UNTIL JUNE 30, 2010." STAFF ANALYSIS: The suspension of the parking time limits in City-awned lots in the downtown has been in place since June 2005. On June 21, 2006 the City Council adapted Resolution No. 21628 to continue the suspension of the enforcement of time limits in City-owned parking lots until June 30, 2007. On September 20, 2006 the City Council adopted Resolution No. 21718 suspending the two-hour time limits on Indian Canyon Drive and Belardo Road until June 30, 2007. On February 7, 2007 the City Council adopted Resolution No. 21826 reinstating two-hour time limits on Indian Canyon Drive between Saturmino Road and Andreas Road effective until June 30, 2007. On June, 27, 2007 the City Council adopted Resolution No. 21961 continuing the suspension of enforcement of time limits in City-owned parking lots and portions of Indian Canyon Drive and Belardo Road until June 30, 2008. On February 6, 2008 the City Council adopted Resolution No. 22148 reinstating three-hour time limits in the Plaza Mercado parking lot. And, on June 18, 2008 the City Council adopted Resolution No. 22268 Item No. 2 . G . City Council Staff Report June 17, 2009 -- Page 2 Continue Unlimited Parking continuing the suspension of two-hour time limits in City-owned parking lots, parking structure and portions of Indian Canyon and Belardo Road, and reinstating enforcement of time limits in certain blocks on Indian Canyon and in the Mercado Parking lot until June 30, 2009. Staff recommends adopting the Resolution continuing the suspension of two-hour time limits on portions of Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road, and downtown City-owned parking lots and parking structure until June 30, 2010. The time limits on Indian Canyon Drive between Saturmino Road and Andreas Road, which were reinstated in February 2007, shall remain in place. The enforcement of the three-hour time limit in the Plaza Mercado parking lot, approved on February 6, 2008 also remains in place. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, EXTENDING THE SUSPENSION OF TWO-HOUR TIME LIMITS ON PORTIONS OF INDIAN CANYON DRIVE AND BELARDO ROAD FROM ALEJO ROAD TO RAMON ROAD AND DOWNTOWN CITY-OWNED PARKING LOTS AND PARKING STRUCTURE UNTIL JUNE 30, 2010 The City Council of the City of Palm Springs finds: A. On June 8, 2005 the City Council adopted Resolution 21286 suspending the imposition and enforcement of time limits on parking of automobiles on City- owned parking lots between the dates of June 9, 2005 and September 30, 2005. B. On September 21, 2005 the City Council adopted Resolution No. 21414 extending the suspension of the imposition and enforcement of time limits on parking of automobiles on City-owned parking lots until December 31, 2005. C. On December 14, 2005 the City Council adopted Resolution No. 21480 extending the suspension of the imposition and enforcement of time limits on parking of automobiles on City-owned parking lots until June 30, 2006. D. On June 21, 2006 the City Council adopted Resolution No. 21628 suspending the imposition and enforcement of time limits on parking of automobiles on City- owned parking lots until June 30, 2007. E. On September 20, 2006 the City Council adopted Resolution No. 21718 suspending two-hour time limits on Indian Canyon Drive and Belardo Road between Alejo Road and Ramon Road until June 30, 2007. F. On February 7, 2007 the City Council adopted Resolution No. 21826 reinstating two-hour time limits on Indian Canyon Drive between Saturmino Road and Andreas Road. G. On June 27, 2007 the City Council adopted Resolution No. 21961 extending the suspension of two-hour time limits on portions of Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road and downtown city-owned parking lots and parking structure until June 30, 2008. H. On February 6, 2008 the City Council adopted Resolution No. 22148 reinstating three-hour time limits in the Plaza Mercado parking lot. I. On June 18, 2008 the City Council adopted Resolution No. 22268 extending the suspension of two-hour time limits on portions of Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road and downtown city-owned parking lots and parking structure until June 30, 2009. 03 Resolution No. Page 2 J. The City Manager, pursuant to Section 12.32.050 of the Palm Springs Municipal Code, has examined and surveyed the Central Business District City-owned parking lots and has determined that the continuation of this suspension of time limits is warranted and will not adversely affect the availability of parking in these lots. The City Council of the City of Palm Springs therefore resolves: Section 1. The City Council extends the suspension of the imposition and enforcement of time limits on the parking of motor vehicles on portions of Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road and downtown City-owned parking lots and parking structure until June 30, 2010. Section 2. Time limits on the parking of motor vehicles on City-owned parking lots in effect since June 8, 2005 shall be deemed fully reinstated, imposed, and enforceable on July 1, 2010. Section 3. Except as expressly provided in this resolution, all regulations governing the driving, stopping, parking, or leaving standing of vehicles on City-owned parking lots shall remain in full force and effect.
