SUBJECT: APPROVE OUTFITTING OF POLICE VEHICLES

SUMMARY
Each Police vehicle must be appropriately outfitted with the necessary equipment
to make it operable to perform the job functions of the vehicle operator. Since
the vehicles do not come from Ford with the unique specialized equipment
required for Police activities, the City must send them to a vehicle outfitting shop
to be converted. This action would award the outfitting of Crown Victoria Police
vehicles on a unit price basis as needed for a one year period.
RECOMMENDATION:
1. AWARD THE OUTFITTING OF POLICE VEHICLES VIA PURCHASE
ORDER AT A UNIT PRICE OF $8,462.23 FOR PATROL VEHICLES;
$2,975.08 FOR ADMIN/UNDERCOVER VEHICLES; AND $9,407.19 FOR
K-9 VEHICLES, VALID FOR A ONE YEAR PERIOD FROM THE DATE OF
AWARD, ON AN AS-NEEDED BASIS, TO 911 VEHICLE OF ANAHEIM,
CALIFORNIA. THE CURRENT INVENTORY OF 6 PATROL VEHICLES
($8,462.23 EACH) SHALL BE OUTFITTED NOW FOR A TOTAL COST OF
$50,773.38
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
Once received from the manufacturer, police vehicles require a considerable
amount of outfitting in order to place the vehicle in service. The outfitting consists
of acquiring and installing a variety of equipment and devices required for police
operations. Examples of such equipment include light bars, perimeter lighting,
sirens, push bars, prisoner cages, gun mounts, and computer mounting devices.

Police Vehicle Outfitting
The Procurement and Contracting Division worked closely with the Fleet
Operations and Police Departments to develop the specifications to conduct a
formal Invitation for Bid (IFB 09-01) that was publicly advertised, posted to the
City's website, and notices mailed to twelve vendors. Seven vendors responded
to our invitation for bid, of which one was determined to be non-responsive and
one was a "no bid".
The results of the five bids received are tabulated below:

911 Vehicle Inc., located in Anaheim, California, was the lowest, responsive
responsible bidder. 911 Vehicle Inc. has performed Crown Victoria outfitting for
several cities in Southern California, including Lang Beach, Garden Grove and
Orange. Staff is recommending that the City Council award the bid for outfitting
of the police vehicles to 911 Vehicle at the unit prices as shown above. The
pricing is valid for one year from the date of award and shall be used on an as-
needed basis throughout the year to outfit additional vehicles as necessary.
FISCAL IMPACT:
Funds for the outfitting of vehicles were appropriated and available in the current
08/09 fiscal year budget (Account 510-5475-50015, Specialized Equipment.

SUMMARY OF INSURANCE REQUIREMENTS FOR CITY CONTRACTS
Instructions to Contractors/Vendors/Service Providers:
Prior to commencing any work,all contractors,vendors and service providers shall procure and maintain,at
their own cost and expense for the duration of their contract with the City, appropriate insurance against
claims for injuries to person$ or damages to property which may arise from or in connection with the
performance of the work or services. The types of insurance required and the coverage amounts are
p specified below:
C` A. Minimum Scope of Insurance Required

1. General Liability Insurance is required whenever the City is at risk of third-party claims which may
arise out of work or presence of a contractor,vendor and service provider on City premises.
2. Automobile Liability Insurance is required only when vehicles are used by a contractor, vendor or
service provider in their scope of work or when they are driven off road on City property-Compliance
With California law requiring auto liability insurance is mandatory and can not be waived.
3. Workers'Compensation and Employer's Liability Insurances is required for any contractor,vendor or
service provider that has any employees at anytime during the period of this contract_ Contractors .

All certificates and endorsements are to be received and approved by the City before work commences. All
certificates of insurance must be authorized by a person with authority to bind coverage,whether that is the
authorized agent/broker or insurance underwriter. Feilure to obtain the required documents prior to the
commencement of work shall not waive the contractor's obligation to provide them.

NotepadIV is mounted in a way that it swivels on the top of this
Swivel laptoplconsole mount. Mount is 8 7/8" wide. As wide as the
console. It mounts to the console as the picture shows.
Whoever receives the bid wilt need to came to the City's location to,
confirm receipt of a copy of one of our existing mounts.
02. May I get a Iightbar drawing. I called Federal for a price and they
t cannot even quote me on this item number, the number is not in
their system.

03. In looking at the items listed on the bid I noticed the following
regarding the legend Ilght bar. It is requested that the strobe tube
for the pre-emption be installed in position #5 on the light bar. This
will eliminate one of the take down lights.

Al. The Procurement Staff has been in contact with Sam Davis, Federal
Signal Representative,and he advised that the part number is
