program and the discharge of effluent from the City' s proposed sewer
plant into the Tahquitz 1-dash, through Sections 19 and 29, T4S, R5E,
SBB&M. , which legal services were heretofore authorized (by Res.

MINUTE ORDER NO. 431
' APPROVING APPROPRIATION TO COVER CITY' S CONTRIBUTION
TOWARD IMPROVEMENT DISTRICT NO. 31
The City Council having heretofore (by Res. No. 5195, 9-10-58) approved
the formation of Assessment District No. 31, for installation of sewers
in an alley west of North Palm Canyon Drive running from Via Escuela to
the north of Via Olivera and a portion of Via Escuela; it being under-
stood at the time of such approval that, while the members of said
Improvement District would be responsible for a portion of such sewer
line installation, as described in detail by the Director of Public Works
(in said Council meeting of September 10, 1958) when the formation of
said District was approved, the City would be obliged, as a part of
the City' s Master Sewer Plan, to bear the balance of the cost of such
• installation; and
The Acting City Manager having recommended to this City Council that an
appropriation of $581. , from Council Unapplied to Improvements be made,
to cover the cost of the City' s contribution to such cost;
IT IS HEREBY ORDERED that, as recommended and as hereinabove recited,
$581 shall be appropriated from Council Unapplied to Improvement Districts
to cover the cost of the City' s contribution toward said project.

UBEREAS, this City Council having heretofore (by Res. No. 5381, adopted
•' in this meeting of February 26, 1959) authorized execution of a
Lease Agreement between the City of Palm Springs and Ilestview
Development Corporation covering the lease of a 148-acre tract
of land (described in said Res. No. 5381) for a municipal golf
course; and
WHEREAS, Mr. Allan Rubin, representing Westview Development Corporation,
has requested that the wording of the last line in the first paragraph
of Art. 10 of said agreement shall be changed to read "----rental
payments PAYABLE July 1, 1960 and July 1, 1961." (Instead of "rental
payments MADE---.") ; and
WHEREAS, the requested change in wording appears to be in order,

RETURNING MATTER OF CONDITIONAL USE PERMIT APPLIED
FOR BY EILEEN WELMAS MIGUEL TO PLANNING COMMISSION
FOR REPORT AND RECOMMENDATION
Heretofore the Planning Commission approved and recommended Council
approval the application by -Eileen Welmas Miguel for Conditional Use
Permit covering installation of automatic car wash in connection
with gasoline service station located upon the northeast corner
of North Indian Avenue and Amado Road, and, by Minute Order No. 4379
adopted March 25, 1959, action on the matter was deferred for three
weeks pending completion of a report by the Planning Director covering
the entire gasoline service station situation, including infra-red 0
drying systems; the Planning Director has further reported to this
City Council that he has been unable to secure information regarding
the infra-red drying systems since blowers are most generally used;
thereupon, Harold Simon, attorney for applicant requested modification
of conditions to permit installation of the new type blower instead
of the infra-red drying system; therefore
IT IS HEREBY ORDERED that the matter be returned to the Planning '
Commission for report and recommendation upon data to be submitted
by the Planning Director following inspection of similar blower
installations in the Los Angeles area.
