APPROVE AMENDMENT NO. 1 TO CVAG REIMBURSEMENT AGREEMENT FOR DESIGN OF
INDIAN CANYON DRIVE/ 1-10 INTERCHANGE
RECOMMENDATION:
That City Council approve Amendment No. 1 to Agreement No. A4317 with the Coachella Valley
Association of Governments(CVAG), in the amount of$9,000 for lead agency administrative costs
for the design of the Indian Canyon Drive/Interstate 10 Interchange, City Project No. 2000-14.
SUMMARY:
On December 6,2000 City Council approved a reimbursement agreementwith CVAG in the amount
of$943,843 for the design of the Indian Canyon Drive/ 1-10 Interchange and Amendment No. 1
provides for City of Palm Springs staff administration costs as lead agency for the design project.
(Ref. previous Minute Order 6760/Agreement No.A4317).Amendment No. 1 for$9,000 increases
Indian/1-10 Design Agreement with CVAG to new grand total of$952,843.
BACKGROUND:
On October 30, 2000 the Executive Committee of CVAG approved a reimbursement agreement
covering the Design Phase of the Indian Canyon Drive/ Interstate 10 Interchange. This is a joint
effort of CVAG/Palm Springs and the County of Riverside,with the City of Palm Springs designated
as Lead Agency.
City Council approved the agreement with CVAG on December 6, 2000. The design cost is 50%
funded by Regional Measure A funds, 25%from CVAG controlled STIP Federal Grant Funds,with
the balance shared by the County, the City and others in a formula to be determined by a study
currently being reviewed by CVAG subcommittees and to be approved by the CVAG Executive
Committee. This initial Indian/1-10 design agreement with CVAG provided for consultant design
services, environmental, bid/award support and construction support, but did not provide for
preliminary administration by lead agency staff. The City has now requested CVAG assistance in
those costs, resulting in the attached Amendment No.1 to the CVAG/City agreement. Account No.
261-4491-50185 will be established by an off-setting budget adjustment for the $9,000 staff
administration account. M/

AMENDMENT NUMBER ONE I LEAD AGENCY STAFF ADMINISTRATION TIME
THIS AMENDMENT NUMBER ONE is made and entered into this day of
, 2001, by and between the Coachella Valley Association of
Governments, a California joint powers agency, ("CVAG"), City of Palm Springs ("Lead
Agency"), the County of Riverside ("Agency").
This amendment obligates and authorizes for expenditure, funds not previously authorized under the
terms of the existing Reimbursement Agreement for the "Indian Avenue Interstate 10 Interchange
Design Engineering and Environmental' ("the Project"), executed December 6, 2000, Exhibit "B"-
"Estimate of Cost". All other provisions are considered in force.
This amendment number one shall authorize additional funds in the amount not to exceed $9,000
to allow the Lead Agency to recover an amount representing the time of its employed staff in
working on this Project. For further detail please see Amendment One - Exhibits "B" .

I HEREBY CERTIFY that this Minute Order approving Amendment No. 1 to Reimbursement
Agreement No.A4317 with the Coachella Valley Association of Governments(CVAG), in the amount
of$9,000 for lead agency administrative costs, for the design of the Indian Canyon Drive/Interstate
10 Interchange, increasing CVAG agreement to a new grand total of $952,843; City Project No.
2000-14, was adopted by the City Council of the City of Palm Springs, California, in a meeting
thereof held on the 141h day of November, 2001.
