SUBJECT: APPROVE PURCHASE OF 1 NEW CNG POWERED KENWORTH T-800
10 YARD DUMP TRUCK FOR USE BY THE PUBLIC WORKS
DEPARTMENT.

SUMMARY
This action would award the purchase of one (1) CNG powered new Kenworth T-800 10
yard dump truck for use by the Public Works Department. This equipment is a
replacement for an existing unit #(301490) which City is required by agreement to
provide to Veolia for use at Wastewater Treatment Plant (WWTP).
RECOMMENDATION:
1) Approve the purchase of one (1) CNG powered new Kenworth T-800 10 yard
dump truck in the amount of $292,460.63 from Inland Kenworth Inc., of
Montebello, California; and
2) Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The City inventory of vehicles and equipment is examined annually in conjunction with
the budget process to determine which units meet criteria established by the City
Council in Resolution Number 18834 for replacement. City vehicles and equipment are
replaced based on a number of factors including vehicle mileage, age, maintenance
costs, operating costs, and the resale value of the vehicle and/or equipment to be
replaced.

CNG Dump Truck Purchase
The units recommended for replacement in this report meet established criteria for
replacement. This vehicle will replace a 1990 GMC gasoline powered dump truck. In
addition, section 5.6d of the City's Amended and Restated Wastewater Services
Agreement with Veolia Water requires the City to provide Veolia with a used dump truck
for their use at the WWTP. Unit 301490 will be provided to meet that contractual
requirement. In keeping with the City of Palm Springs' established commitment to
improving air quality in the Coachella Valley and the Alternative Fuel Vehicle
Procurement Policy adopted by Council on September 17, 2008 all fleet replacements
are evaluated for their operational suitability to the use of alternative fuels.
This CNG powered dump truck will be evaluated and analyzed to see how it performs
and suits the needs of the department. The extra cost for CNG (approximately
$130,000) will also have to be evaluated and taken into consideration_ Note that the
County of San Bernardino also formally bid and awarded the purchase of diesel
powered 10 yard International model 7600 dump trucks at a price of$162,001.30 each.
Section 7.09.010 of the Municipal Code provides that the City Council may authorize the
acquisition of supplies, equipment or services through a joint powers or other
cooperative purchasing program with a public entity or association of public agencies.
The County of San Bernardino recently awarded a formal bid (#K-15) to Inland
Kenworth to acquire five (5) CNG powered Kenworth T-800 10 yard dump trucks.
Pursuant to the requirements of Section 7.09.010, the Procurement Manager has
determined that utilization of the San Bernardino County's bid process and purchase
contract (#K2243) leveraging their purchase of multiple units of this equipment will
adequately protect the public interest in that the total cost is likely to be less than could
be obtained through an independent City competitive process for a single unit. The
lead time for delivery is approximately 180-210 days from receipt of the purchase order.
FISCAL IMPACT:
Funds for this purchase were appropriated in the current 08/09 fiscal year budget
(Account 510-5475-50020, Motor Vehicles $291,970.41 and 510-5475-50015,
Specialized Equipment $490.22)
