I HEREBY CERTIFY that this Minute Order, approving authority for staff to
proceed with the design and implementation of a temporary facility to feed the
homeless located on Community Development Agency-owned land at 190 West
Sunny Dunes Road, was adopted by the City Council of the City of Palm Springs,
California, in a meeting thereof held on the 7th day of November, 2001,

Dear Mayor Kleindienst, Councilmembers Oden, Reller-Spurgin, Hodges, and Jones:
I regret that I will not be able to attend next week's Council meeting to speak in favor of approval of the Temporary
Location on Suimy Dunes for the use of Well in the Desert in its feeding program for our needy and homeless fellow
citizens. Let me write you several of the points in this e-mail which I would have liked to have made in person
before you.
The proposed temporary building is not a perfect solution. But it is a good one for the next few years while more
permanent facilities are being developed. And it is better than continued ad hoc feeding in Sunrise Park or
elsewhere. We should not let an undefined "perfect" solution veto an immediately achievable "good" solution.
The Well in the Desert has an excellent record of civic responsibility in conducting its ministries to the needy,
feeding and supporting their clients while preserving the quiet and orderliness of the areas in which they do their
work. They can be depended on to continue this level of performance in the new location.
Many local churches, including my own, St. Paul in the Desert (Episcopal), have demonstrated their confidence in
The Well in the Desert by regular monthly monetary allocations; by the individual contributions of marry of our
members; and by personal volunteer hours in the kitchens of Well in the Desert by members of our congregations.
This is a broad based "hands on" informed community support that should considered by the Council.
If we do not act now, we will move on into the full "season," with this community need umnet, continuing to use
staff and Council time and energy; our inability to solve this issue on display to all. The proposed temporary
location will allow us to better turn our attention to the long-range proposals of the Homeless Task Force.
It seems to me at this point in time that if the City is not part of the solution, it will be part of the problem. I hope
you will act to approve the Sunny Dunes location and direct staff to expedite the location of an appropriate
temporary building to that site.

Dear Members of the Palm Springs City Council:
As a newly arrived resident of Palm Springs, I would like to express my
support for the proposed temporary Sunny Dunes Site for feeding and food
distribution ministry to the homeless by Well in the Desert. I have
moved
here from the Georgetown area of Washington, DC which had serious
problems in
dealing with the needs of the homeless Vs the concerns of the residents
and
businesses in the area.
Although they started small, the DC Central Kitchen organization there
has
had phenomenal success in meeting the needs of all concerned at an
insignificant cost to the community. The determination of that group
and its
success has led to a nationwide network of community kitchens and to its
founder recently receiving the award as Washingtonian of the Year.
A program such as that proposed by Well in the Desert and its supporters
can
achieve similar success here in Palm Springs. To support this endeavor
is
not only our Christian duty, but good business and sound long term
community
planning.
If I can provide you any further background or contacts in Washington,
DC,
please do not hesitate to call on me. . .and please support the proposal
for
this temporary site.

I would like you to support the Temporary Site for Well in the Desert. I have known Dr. McKinney and the wonderful work he
has done. I have also volunteered on several occasions to assist Well in the Desert.
As a teacher in the School District and a former member of the Arts Commission, I see that there are many needs for this
community. Many of which go without care or assistance. When I arrived in Palm Springs thirteen years ago, I saw
homelessness as an area of major concern for the city which needs constant vigilance and care.
I expect a positive vote from City Council on this issue.

To our Mayor and City Council Members:
Please support the Temporary Homeless Shelter on the agenda for tomorrow night and provide a place for our homeless
brothers and sisters to go for comfort and nourishment. It won't hurt anyone. It is out of the way of downtown and it is so
desperately needed.
For 11 years I have watched the homeless in the cold winters of Palm Springs, trying to stay warm and dry. I think summers
are just as bad because they have no place to shower. I saw a man trying to bathe in the creek off Sunrise Way last summer.
What a sad testimony for one of the richest areas in the United States.
Many times, but not often enough, I have called your offices on this issue. Last winter on a very cold and rainy day I called to
report a homeless man, shivering and dripping wet in the Post Office. (He no doubt caught pneumonia.) I wanted to know why
we didn't open up a building to shelter the homeless on nights when it was so bitter cold and damp. I actually spoke to you,
Mayor Kleindienst, for 20 minutes and you were sympathetic, and told me that you had a Committee working on the problem.
This is the answer I always get, "We are working on the 'problem'!"
Well, now I am asking you again. Please don't respond with talk of a committee working on the problem. Winter is coming and
these nameless men,women and children are your constituents. They are our residents and it is time for you to represent
them.
Thank you for reading this. You are the only ones who can help. Don't let another person starve or freeze to death alone in the
desert this winter or have to shower in Tahquitz Creek. Please support this temporary homeless shelter.
