Dear Palm Springs City Council and Mayor,
In 2001 a small group of residents went to the Palm Springs Police Department to ask for help controlling the
speed of daily traffic on Livmor Avenue from N. Farrell Drive to N. Civic Drive. The police said they did not have the
manpower to patrol and enforce the speed limit and referred us to Mr. Richard Jenkins and the city's traffic calming
program.
A speed and car count system was placed on Livmor Avenue in 2001 and the results showed that on some days
car counts approached 500 with 80% of those cars traveling at speeds in excess of 38 MPH. Some vehicles were even
traveling in excess of 50 MPH.
Since then we formed the SUNMOR Neighborhood Organization, officially recognized by the City, and discovered
that safety on Livmor Avenue is a common neighborhood concern. For example, many Livmor Avenue residents, as well
as residents on neighboring streets, did not feel safe walking or letting their children and grandchildren ride bikes on
Livmor Avenue. The speeding traffic is especially dangerous because the street is very narrow, has no sidewalks, and
there is street parking, all of which the neighbors appreciate, but none of which work with high volumes of speeding
traffic.
Your approval is the last step required to close Livmor Avenue at N. Civic Drive. The closure plan has been
approved by the city's engineering, police, fire and planning departments. Our interaction with these departments has
been a collaborative and professional process, and is testament to the ci[y's desire to make our neighborhood a safe
one.
An overwhelming 83% of the neighborhood recently voted via ballots distributed by [he City in favor of closing
Livmor Avenue at N. Civic Drive.
We respectfully ask for your support and "Yes" vote, on September 5th for the Livmor Avenue closure.

Dear Palm Springs City Council and Mayor,
I purchased my home at 2987 E. Livmor Avenue last September. I have been
very concerned about the high number of cars passing by at excessive and dangerous
speeds. Especially because there are no sidewalks, the street is unsafe for pedestrian
use. I am particularly concerned about the substantial danger to small children.
Several months ago, I joined the the SUNMOR Neighborhood Organization in
petitioning for the west end of the of the street to be closed An overwhelming 83% of the
neighborhood recently voted via ballots distributed by the City in favor of closing Livmor
Avenue at N. Civic Drive. The street closure will also have the incidental effect of
reducing the risk of crime and burglaries. Only a few months ago, several houses in the
neighborhood were burglarized. Closing the west end of Livmor Avenue will assist the
Police Department and city officials in deterring crime by limiting the criminals' quick
escape routes. I recognize that some City employees may be slightly inconvenienced by
this action since some use Livmor Avenue in their commute to work to avoid the traffic
lights on Tahquitz Canyon. However, I am sure you will agree that our public officials
should value the safety of our citizens and taxpayers above their own convenience-
Your approval is the last step required to close Livmor Avenue at N. Civic Drive.

departments. Our interaction with these departments has been a collaborative and
professional process, and is testament to the city's desire to make our neighborhood a

As residents who live on the corner of Livmor and Sybil rd., we are keenly
aware of the high traffic and speed on Livmor avenue. Most of the vehicular

SUMMARY
Approval of this will direct staff to close Livmor Avenue at Civic Drive pursuant to the
attached closure and landscaping plans.
RECOMMENDATION:
1) DIRECTING STAFF TO CLOSE LIVMOR AVENUE AT CIVIC DRIVE PURSUANT
TO THE ATTACHED CLOSURE AND LANDSCAPING PLANS.
STAFF ANALYSIS:
In accordance with the procedures set forth in the Council adopted traffic calming policy,
representatives of the Livmor Estates Neighborhood between Andreas and Civic Drive,
bounded on the east by Civic Drive and the west by Farrell Drive, requested closure of
Livmor Avenue at Civic Drive, adjacent to the dog park in 2003- At that time neighborhood
consensus could not be reached and the petition went no further. However, in 2006 the
neighborhood again requested street closure and this time proceeded to a neighborhood
election, which resulted in an 83% favorable vote for closing Livmor at Civic Drive. Votes
were received on 65 out of the 85 ballots mailed out. The closure is proposed on Livmor,
just east of Airlane Drive, utilizing signs, curbs, with possible landscaping in the closed
area. The balloting procedure and results meet the requirements of the traffic calming
program. Staff research indicated that in addition to speeding with an 851h percentile
reading of 41 miles per hour, significant amounts of cut-through traffic from Farrell Drive
was also occurring.

Livmor Estates Traffic Calming
Closure of Livmor will result in traffic, who's destination was the dog park, City Hall or the
offices north of City Hall to utilize either Civic Drive or Tahquitz Canyon Way via Louella
Road for access. Because of the circuitous route through this neighborhood, traffic
volumes on Livmor are expected to decrease while traffic uses alternate routes. Volumes
on Louella Road my increase slightly, as this will be one of the three remaining exits to the
neighborhood, as opposed to the original four.
Staff requested and received clearance from both Police and Fire Departments regarding
the proposed closure.
On June 6, 2007 City Council forwarded the request to the Planning Commission for
recommendations. On August 8, 2007 Planning Commission unanimously approved
Resolution No. 7037 which concurred that the closure was consistent with the General
Plan, directed staff to proceed with closure construction drawings and recommended
approval of the closure and landscape concept to the City Council. The commission
requested additional signs on Livmor east of Farrell to warn that the road no longer goes
through to Civic Drive_ Staff plans to do this construction concurrently with the CDBG
funded Civic Drive improvements this Fiscal Year.
FISCAL IMPACT:
The closure landscaping work is estimated to cost$9,000,00. Sufficient funds exist in the
Capital Projects Funds, Account No. 261-1395-50000 (Unscheduled Capital Projects).

RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF PALM SPRINGS, CALIFORNIA, DETERMINING
THAT THE CLOSURE OF LIVMOR AVENUE IS CONSISTENT
WITH THE CITY'S GENERAL PLAN, CONCURRING WITH
THE ATTACHED LANDSCAPE CONCEPT, DIRECTING
STAFF TO PREPARE CONSTRUCTION DRAWINGS AND
RECOMMENDING THEIR APPROVAL TO CITY COUNCIL.
WHEREAS, the Planning Commission has received a request from City Council dated June
6, 2007 to determine that the proposed closure of Livmor Avenue is consistent with the
City's General Plan Circulation Element; and
WHEREAS, the City Council on June 6, 2007, asked Planning Commission to provide
recommendations regarding the proposed closure; and
WHEREAS, no parcels receive access from any portion of the proposed portion of the
street to be closed, and
WHEREAS, the proposed street closure is not in conflict with any Goals, Policies and
Objectives of the City's General Plan Circulation Element; and
WHEREAS, the Planning Commission has carefully reviewed and considered all of the
evidence presented in connection with the request, including but not limited to, the staff
report and all written and oral testimony presented.
NOW, THEREFORE, BE IT RESOLVED that, based upon the foregoing, the Planning
Commission hereby determines that the closure of said Livmor Avneue at Civic Drive is
consistent with the City's General Plan, concurs with the proposed landscape concept,
directs staff to proceed with the closure and construction drawings and recommends their
approval to City Council.

Dear Palm Springs City Council and Mayor Oden,
For the last five years,I have been working with my neigbbors in the Sunmor
Neighborhood Association to find a way to divert the speeding traffic that uses Livmor
Avenue as a"short cut"to the airport,City Hall and the offices on N. Civic Drive. The 25
mile an hour signs have perhaps helped a bit,but without enforcement there is little
motivation for drivers to obey the law.
I heartily support the plan to close Livmor at N. Civic, allowing pedestrian access to the
dog park, City Hall and other agencies in the Civic compound.It is the only solution that
makes sense and will restore peace and safety to our neighborhood.
Please vote for the proposed plan that our neighborhood overwhelmingly approved.

An overwhelming 83% of the neighborhood recently voted via ballots distributed
by the City in favor of closing Livmor Avenue at N. Civic Drive.
We respectfully ask for your support and "Yes" vote, on September 51h for the
Livmor Avenue closure.

Dear Palm Springs City Council and Mayor,
In 2001 a small group of residents went to the Palm Springs Police Department
to ask for help controlling the speed of daily traffic on Livmor Avenue from N. Farrell
Drive to N. Civic Drive. The police said they did not have the manpower to patrol and
enforce the speed limit and referred us to Mr. Richard Jenkins and the city's traffic
calming program.
A speed and Car count system was placed on Livmor Avenue in 2001 and the
results showed that on some days car Counts approached 500 with 80% of those cars
traveling at speeds in excess of 38 MPH. Some vehicles were even traveling in excess
of 50 MPH.

Dear Palm Springs City Council,
I have owned a home on North Juanita Drive for the past two years. It is a very
quiet street without excess traffic which was a major point of concern for me when
choosing to buy a home in Palm Springs. Since that time, I have become friendly with
several of my neighbors in the area.
Recently, I was visiting a friend who lives on Livmore Avenue, not far from my
home. As I was leaving and backing out of his driveway, a car seemed to appear out of
nowhere and I was almost struck backing out of his driveway. I had looked both ways
but, the car approached me at a rapid speed, I am guessing somewhere between 40
and 50 miles an hour_ He continued down the street and turned right onto Civic Drive,
probably late for a flight at the nearby Palm Springs airport.
I discussed this matter with my friend and also with a member of the Sunmore
Neighborhood Organization and I learned that my concern was shared by others in the
area_ After my experience, I would be concerned for the safety of people living on that
street, not to mention their children and pets.
It is my understanding that your approval is the last step required to close Livmor
Avenue at N_ Civic Drive, I urge you to take action and do that as soon as possible to
prevent further close calls or perhaps something more serious should this situation be
left unchecked.

Dear Council Members,
On September 5,2007 you will vote on whether or not to approve the closure of E.
Livmor Avenue at N. Civic Drive. As you may know, concerned members of the
SUNMOR neighborhood have been working for many years to accomplish this closure.
As full-time E. Livmor Avenue residents,who walls twice a day, we can personally attest
to the heavy, speeding traffic along E- I,,ivmor Avenue. While we realize that speeders
can be found on any city street, it is the combination of vehicle speed and traffic volume
that makes E. Livmor Avenue a particularly dangerous thoroughfare. Heavy traffic
volume also results in constant road noise and increased littering in our neighborhood.
Closing the east end of Livmor street may inconvenience some in the SUNMOR
neighborhood,but on the whole (as evidenced by a recent neighborhood-wide vote)
residents believe that safety will be dramatically improved. Much of the present traffic is
a result of drivers inconsiderately taking a short-cut to get through to the Dog Park, City
Hall, etc. These drivers should be using E. Tahquitz Canyon Way and not a residential
street,
We are confident that closing E. Livmor Avenue at N. Civic Drive will greatly improve
the livability of our neighborhood and ask for your support.
