CITY COUNCIL STAFF REPORT

SUBJECT: REPORT OF ESCALATOR REPAIRS AT THE PALM SPRINGS
INTERNATIONAL AIRPORT PURSUANT TO PALM SPRINGS
MUNICIPAL CODE SECTION 7.04.040.

SUMMARY
Pursuant to section 7.04.040 (3) of the Municipal Code, the Cily Manager exercised his
authority to approve the emergency repair of the escalators at the Palm Springs
International Airport in the amount of $81,500 by Kane, Inc. on August 15, 2007, to
protect the safety of the traveling public at the airport. Section 7.04.040 (4) requires
that a written report of the circumstances for emergency purchases in excess of
$25,000 be made to the Council at the next regularly scheduled meeting after the
emergency procurement is made.
RECOMMENDATION:
Receive and File.
STAFF ANALYSIS:
As a result of the State Elevator, Ride and Tram Division (ERT) annual inspection, a
safety condition was brought to the attention of the Airport. The condition affected both
escalators and consisted of stair treads which had become sharpened by mechanical
wear over the last eight years. The condition was such that a Preliminary Order was
issued to the Airport mandating repairs by August 17, 2007. The option of in-house
repair was considered, however due to the proprietary nature of the work this was not
possible. The original manufacturer and service company, KONE Inc., was engaged to
complete the repairs which entails replacement of all the worn treads.

FISCAL IMPACT:
Funds for this emergency repair were available and encumbered from account 6200-
43050.
