be presented at the 07/11/07 city counsel meeting. Copies
are included for each the city clerk, each of the counsel
members, major Ron Odon, the city manager, the chief of
police, the city attorney and the planning Commission.
Copies have also been sent to channel 3 reporter Nathan
Baca and Desert Sun reporter Kay Kaufinan. Additional
copies will again be presented to each of these city officials
as well as any other news station or reporter interested.

Proposal to Relocate Medical Cannabis Collective to
The City of Palm Springs
Introduction
My name is Jim Camper and I am the Director of a medical cannabis not-for-profit collective
located in Riverside Co., in the city of Desert Hot Springs, Organic Solutions of the Desert. I have
completed 3 '/2 years of higher education at Cal State San Bernardino in Psychology. I also worked
2 years at the Betty Ford Center as a substance abuse specialist. I am dedicated to bringing safe
access to medical cannabis patient-members while serving the needs of the community in a positive
way. I am currently not operating, as I seek to relocate to an ideal location, I would like to do so to
an appropriate location in the City of Palm Springs.
Organic Solutions: a Self-Regulated Collective
Organic Solution is a small,private collective with a little over 200 patient-members. We are self-
regulated, and both the staff and the patient-members follow very strict guidelines of conduct. All
prospective patient-members must be referred by at least one current member,be a qualified patient
with a verified physician's recommendation and state-issued medical cannabis I.D. card, and must
tweet with the board of directors prior to being granted membership, Members must agree to abide
by our strict rules of conduct and lawful medical cannabis requirements. We require fall
membership before distributing medical cannabis to any patient,regardless of documentation alone,
Organic Solutions has set up stringent guidelines concerning the amount of medication that can be
obtained by a qualified patient or caregiver of I ounce per visit. We also limit the number of visits
per day to one, and limit the quantity of multiple visits to total no more than 2 ounces per week.
We understand that to law,fully operate a medical cannabis collective, it is necessary to have a good
working relationship with the City Council and Police Department and to fully comply with their
established guidelines. We would highly recommend that operation guidelines be developed in
cooperation with these and other pertinent City departments to ensure responsible,problem-free,
neighborhood-friendly operation.
Statement of Intent
Organic Solutions would very much like to offer our services to the Palm Springs community,
legLLY,NOT AS SOME PIRATE OUTFIT DOING AS THEY PLEASE. We feel we can add to
the quality of life of the seriously ill residents of Palm Springs suffering from cancer,HIV/AIDS,
symptoms of advanced age, or any other illness or condition for which their physicians have
recommended medical cannabis,by working hand in band with the city police and officials.
Our collective would like to relocate to Palm Springs(LEGALLY)and we looks forward to working
with city officials to make this proposal a reality.
If the moratorium now in place is changed, thus allowing several medical marijuana collectives in
this fine city, the city staff probably envisions a rough operational beginning with no operational
standards in place. We can assure you that Organic Solutions is a well-organized,responsible
collective of medical cannabis patients and staff. If and when the moratorium is lift or the
permitting of a medical cannabis collective in the city is contemplated,we hope the City considers
Organic Solutions as a positive addition to the communir that is willing to abide by any reasonable
regulations deemed appropriate by the City and feel it is necessary for the city counsel and/or the
chief of police to help of cities and also a in developing the guidelines to make it one of
California's best cities and also a place the the sick can get their medicine they need without any
problems.

are in turmoil over the excessive amount of narcotics they
have to take.

Nate has run the internal security aspect of my
business since opening. A computer expert, his knowledge
in this field is used to make security the most important
aspect of this business and is often over looked, besides the
patients. All matters concerning security will be of top
priority. It is imperative that numerous security issues be
addressed before opening: Must have 2 security guards,
video system., outside security system and tight internal
security. Having been open before, thru a process of trial
and error we learned what works and what doesn't and feel
that the city counsel and chief of police would approve of
the security propsed

Allowing Organic Solutions to open would be
providing 2-3 new jobs and generate revenue from taxes on
the medicine and provide the desperately needed safe
access to the patients of Palm Springs so they don't have to
drive 2-3 hours to get their medicine. At present many of
California's medical marijuana patients have to drive
downtown LA/Hollywood to obtain what they need. This
is unacceptable. We can change that together.

I/We have been working with other dispensary/co-op
owners to help establish a governing body or "Alliance" of
medical marijuana facilities in the greater Los Angeles
area. At this time Santa Barbara and Riverside counties are
looking to get involved. Our goal is to establish a uniform
system to regulate all facilities in California.

Dear Major/City Counsel Member
Please find enclosed a packet of a
basic outline on a proposal to open a Medical Marijuana
Collective in your city. I tried to keep it simple and easy to
follow so as to not take a lot of your time. I am currently a
resident of Riverside Co in LA Quinta. I am very much
interested in meeting with you so I could explain what I
envision for your city. There are a lot of great thing coming
about, 1 is the forming of an "alliance" of collective and
dispensary owner. This will help to standardize medical
marijuana facilities and eliminate those who are running
questionable operations.
Security is a top priority, as well as
regulation on the store's location and hours. I believe that
in order for a medical marijuana facility to operate
correctly, the fall cooperation between the city council and
police department and collective is imperative. We at
Organic Solutions would love to sit down with the city
counsel and police chief and make the dispensary/collective
in Palm Springs the best in the state.
We also offer alternate forms of healing
such as: Aromatherapy, Yoga and meditation to name a
few. Hemp clothing, beauty products, etc, etc.
I hope if you decide to allow medical
marijuana facilities in your city you will consider Organic
Solutions as a candidate. I will have my secretary call for
an appointment to meet with you to discuss this matter in
further detail if interested in more details. I thank you for
your time. We feel it would be to the cities best interests to
have 1 or 2 dispensaries cooperating with the city counsel
and police chief in their daily operations instead of some

MEMBERSHR RULES
To be a patient orprimary caregiver associated with Organic Solutions of the Desert
you are required to agree and comply with the following Ivlemberslup Rules.
Any violation of these rules will subject you to immediate expulsion from membership.
1. Medical Marijuana is dispensed at this facility to patients and primary caregivers ONLY, as per
California Health and Safety Code section 11362.5,et seq..
2. No medication from this facility may be transferred,gifted, sold, disseminated or otherwise transmitted
to anyone other than the visiting patient or primary caregiver. Medication is for personal consumption
by patients only,
3. One visit per patient or primary caregiver per day, NO EXCEPTIONS.
4. While medical marijuana is legal under the laws of the State of California, it is illegal nnder federal law
and California Law mayor may not provide you protection as a patient or primary caregiver. This
facility can offer no assurance of the legality, or illegality of medical maninana.
5. Do not use medical marijuana and operate heavy machinery or operate a motor vehicle.
6. Do not open medication until in a safe location and at a minimum distance of 1000 feet from this, or any,
dispensary.
7. While this facility may or may not require ietuming patients to carry their original, (or a copy) doctor's
recommendation, California Law requires all patients to have their recommendation on their person
when traveling from location to location with medication.
S. This facility does not allow any patient or primary caregiver to receive over one(1) ounce of medication,
in any combination of forms, (edibles excluded), in less than a twenty£our(24)hour period, SO DON'T
ASK If additional medication is required because of hi-volume necessity,please contact your
recommending physician and iequest a hi-dosage addendum to your recommendation.
9. WE RESERVE THE RIGHT TO REFUSE SERVICE TO ANYONE,FOR ANY REASONT.

New Client Procedure
1. New Client is to enter and wait in the Outer waiting room ONLY. They are NOT
allowed beyond the outer office until AFTER clearance and approval from their
prescribing physician can be PERSONALLY verified. All prospective clients
MUST provide their ORIGINAL prescription, a valid California Driver's License
and/or a valid California Identification Card.
2. Prepare a OSD ID badge for the client.
3. Prepare copies of the client's Driver's License and Prescription to add to their
client file.
4. Client can now proceed to the second waiting room.
Retumina Client Procedure
1. Returning clients shall provide their OSD ID badge and a valid California Driver's
License or Identification Card.
2. If all information is correct, current and proper, then client may proceed to the
second waiting room.
Waiting Roorn
1. Clients are to wait in the waiting room until instructed to enter the main vending
room.
2. Clients are NOT PERMITTED to enter the back "staging" area FOR ANY
REASON.
Main Vending Poom
1. There shall be only one (1) client permitted in the main vending room per
employee working in the main vending room (a 1:1 ratio).

Organic Solutions had just over 200 patients when I
closed my doors in April, in which I will be more than
happy to discuss in detail. My patients come from all over
So California, many who are senor citizens. My only
request if granted a license would be that those patients be
allowed to continue being members of my collective. To
become a member of OSD you must be referred by 1 or 2
current collective members, have all necessary paper work
in order(I.D.-recommendation) meet with board of
directors, who then determine membership and all patients
must agree to obtain state licensed I.D. within 30 days of
becoming a member.
Obtaining meds: Most collectives allow the DAILY
purchase of up to 4 ounces of meds, multiplied by 7-28
ounces of medicine which is absurd. Organic Solutions
limited the amount of visits daily to 1, and only 1 ounce
could be purchased per visit, twice a week allows for 2
ounces.. ..anything more than that then it probably is being
diverted to the streets or abused. Therefore it is the position
of Organic Solutions is than unless your have an addition
letter from your doctor, you can only purchase 2 ounces.
We found that after we formed these stricter policies, only
the truly sick came to our collective.

recommendation, California Law requires all patients to have their recommendation on their person
when traveling from location to location with medication.

in any combination of forms, (edibles excluded), in less than a twenty-four(24)hour period, SO DON'T
ASK If additional medication is required because of hi-volume necessity,please contact your

New Client Procedure l
1. New Client is to enter and wait in the outer waiting room ONLY. They are NOT
allowed beyond the outer office until AFTER clearance and approval from their
prescribing physician can be PERSONALLY verified. All prospective clients
MUST provide their ORIGINAL prescription, a valid California Driver's License
and/or a valid California Identification Card.
2. Prepare a OSD ID badge for the client,
3. Prepare copies of the client's Driver's License and Prescription to add to their
client file.
4. Client can now proceed to the second waiting room.
Retuming Client Procedure
1. Returning clients shall provide their OSD ID badge and a valid California Driver's
License or Identification Card.
2. If all information is correct, current and proper, then client may proceed to the
second wafting roam.
Waiting Room
1. Clients are to wait in the waiting room until instructed to enter the main vending
room.
2. Clients are NOT PERMITTED to enter the back "staging" area FOR ANY
REASON.
Main Vending Room
1- There shall be only one (1) client permitted in the main vending room per
employee working in the main vending room (a 1:1 ratio).
