Ready, City Manager BY: Department of Aviation ADDED STARTER — NOTIFIED BY FAA 7/25/07 SUMMARY Each year the Palm Springs International Airport (PSP) receives federal grants under the Federal Aviation Administration's (FAA) Airport Improvement Program (AIP). The Airport received approval from City Council to accept AIP 42 in an amount not to exceed $350,000 on May 2, 2007 (A5478, MO 8036) for the Airport Master Plan. The FAA notified the Airport July 25, 2007 that the Master Plan grant will be greater than the amount previously approved by City Council. The grant must be accepted during August when it is offered by the FAA. RECOMMENDATION: 1. Approve Minute Order No. authorizing the City manager to accept Federal Aviation Administration (FAA) grant, for a total amount not to exceed $1,000,000 for the Airport Master Plan process. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: Wednesday, July 25, 2007 the FAA notified the Airport that the discretionary grant for the Airport Master Plan will be offered in yet to be determined amount not to exceed $1,000,000. On May 2, 2007 City Council approved AIP 42 for the Master Plan in an amount not to exceed $350,000. The maximum grant amount needs to be increased per City Council Staff Report (July 25, 2007 -- Page 2) (Master Plan Grant Acceptance) the information received today. The grant for the Airport Master Plan is consistent with the Airport Capital Improvement Program (ACIP). Once a grant offer is made, the airport must be able to act promptly to ensure timely acceptance of the grant. Staff is bringing this action forward for adoption in anticipation of receiving the FAA Master Plan grant during the month of August. FISCAL IMPACT: IFinance Director Review: The FAA grant will fund 95% of eligible project costs, the remaining 5% will be funded from the airport's fund balance. The Master Plan grant (AIP 42) has been included in the Fiscal Year 2007/2008 budget at the previously anticipated amount. David H. Miller from the Public Arts Commission; and 2) Direct the City Clerk to post a Notice of Vacancy and to provide for the City Council to fill the vacancy during the 2007 annual recruitment process. Approved as part of the Consent Calendar. 2.K. MID-TERM VACANCY ON THE PALM SPRINGS AIRPORT COMMISSION: ACTION: 1) Declare with regret and sorrow a mid-term vacancy due to the sudden death of A.D. Kessler; and 2) Direct the City Clerk to post a Notice of Vacancy and to provide for the City Council to fill the vacancy during the 2007 annual recruitment process. Approved as part of the Consent Calendar. 2.N. SIDE LETTER OF AGREEMENT, AMENDING ARTICLE 11.7 ANNUAL LEAVE USAGE TO PROVIDE THAT NO MORE THAN FOUR SHIFT EMPLOYEES ARE SCHEDULED OFF, TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE MUNICIPAL EMPLOYEE RELATIONS REPRESENTATIVE AND THE PALM SPRINGS FIRE SAFETY UNIT: ACTION: 1) Adopt Minute Order No. 8034, Approving a side letter of agreement to the Memorandum of Understanding (MOU) with the Palm Springs Fire Safety Unit (PSFSU) for the period July 1, 2006, through June 30, 2009, amending Article 11.7, annual leave usage to provide that no more than four shift employees are scheduled off; and 2) Authorize the City Manager to execute all necessary documents. SIDE LETTER OF AGREEMENT, AMENDING ARTICLE 17 ANNUAL LEAVE TO PROVIDE THAT NO MORE THAN FOUR SHIFT EMPLOYEES ARE SCHEDULED OFF, TO THE MEMORANDUM OF UNDERSTANDING BETWEEN THE MUNICIPAL EMPLOYEE RELATIONS REPRESENTATIVE AND THE PALM SPRINGS FIRE MANAGEMENT ASSOCIATION: ACTION: 1) Adopt Minute Order No. 8035, Approving a side letter of agreement to the Memorandum of Understanding (MOU) with the Palm Springs Fire Management Association (PSFMA) for the period July 1, 2006, through June 30, 2009, amending Article 17, annual leave to provide that no more than four shift employees are scheduled off; and 2) Authorize the City Manager to execute all necessary documents. ACCEPT GRANTS FROM THE FEDERAL AVIATION ADMINISTRATION IN THE AMOUNTS OF 11,500,000 FOR THE DESIGN OF THE NEXT AIRFIELD PROJECT AND $350,000 FOR THE MASTER PLAN PROCESS: ACTION: 1) Adopt Minute Order No. 8036, Accepting Federal Aviation Administration (FAA) Grant No. 3-06-0181-41 (AIP 41) for a total amount not to exceed $1,500,000 for the design of the next airfield project and Grant No. 3-06- 0181-42 (AIP 42) for a total amount not to exceed $350,000 for the Master Plan; and 2) Authorize the City Manager to execute all necessary documents.
