Subject: AWARD OF CONTRACT FOR THE GENE AUTRY TRAIL WIDENING,
(VISTA CHINO TO UPRR), CITY PROJECT NO. 02-03

SUMMARY
The Public Works and Engineering Department, through its consultant, HDR
Engineering, has prepared construction documents for the Gene Autry Trail Widening,
City Project No. 02-03. This project is the first of three planned major roadway projects
on Gene Autry Trail, extending from Vista Chino to Interstate 10. Award of this contract
will allow staff to proceed with the roadway improvements on Gene Autry Trail.
RECOMMENDATION-
1) Adopt Minute Order No. "APPROVING AGREEMENT NO. IN THE
AMOUNT OF $4,383,933 WITH MC KENNA GENERAL ENGINEERING INC.,
FOR BID SCHEDULES A AND B, FOR THE GENE AUTRY TRAIL WIDENING,
(VISTA CHINO TO UPRR), CITY PROJECT NO. 02-03;" and
2) Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
On March 3, 2003, City Council awarded a contract services agreement to HDR
Engineering, Inc., for the widening of Gene Autry Trail from two to four lanes through
the Whitewater River, and from two to six lanes with a raised median between Vista
Chino and Via Escuela, with a new traffic signal at Gene Autry Trail and Via Escuela.
This project is the first of three projects to construct a completely widened transportation
corridor along Gene Autry Trail from Vista Chino to Interstate 10.
This project also includes construction of a public sewer extension in Gene Autry Trail
from Vista Chino to Via Escuela. The Alexander Village development by Contempo
Homes located on Via Escuela previously approved by Council requires the sewer
extension, and has been conditioned to construct the extension. Included in Council's

approval was the requirement to coordinate with the City's planned widening of Gene
Autry Trail, and in the event the City's project preceded the development project, the
City would include the sewer construction in its contract to be paid by the developer. In
discussions with Contempo Homes, the developer was intending on constructing the
sewer extension in April 2007, however, as their schedule has slipped over the last
several months, the sewer construction is included in the scope of work. The City's
costs for the sewer extension will ultimately be reimbursed by the developer.
The plans and specifications were prepared by the City's consultant, HDR Engineering,
and on June 19 and 26, the project was advertised for bids, and at 3:00 P.M. on July 23,
2007, the Procurement and Contracting Division received construction bids from the
following contractors:
1. Hazard Construction Company, San Diego: $4,775,335
2. Granite Construction Company, Indio; $4,839,405
3. Mc Kenna General Engineering Inc., Corona; $4,383,933
4. Skanska USA Civil, Riverside; $4,395,000
Refer to Attachment 1 for the Bid Summary.
The Engineer's Estimate was $4,482,088.29 for Bid Schedule A, $498,500 for Bid
Schedule B, for a total of $4,980,588.29. The law bid was submitted by Mc Kenna
General Engineering, Inc. The company is a California corporation, and its officers are:
Tim McKenna, President; Ham Kazerooni, Vice President/Secretary; and Jason
Caufield, Vice President.
FISCAL IMPACT:
All costs associated with this project are reimbursed up to 75% by Regional Measure A
funding. Currently, Agreement No. 4393 with CVAG provides the City with $7,875,000
in Regional Measure A funding for the Gene Autry Trail projects. In accordance with
Agreement No. 4393, sufficient funding is available in Regional Measure A account 134-
4497-50217. Funding is also available in Local Measure A account 134-4498-50217.
Sufficient funding associated with the sewer construction work is available through
sewer funds, in account 420-6800-50000, to be reimbursed in the future by Contempo
Homes pursuant to its Subdivision ImprovemeAgreement with the City.
