Subject: AWARD OF CONTRACT FOR THE FARRELL DRIVE SIDEWALK
PROJECT, CITY PROJECT NO. 06-16.

SUMMARY
The City of Palm Springs has received State SB821 funds through Riverside County
Transportation Commission (RCTC) for construction of sidewalk on the west side of
Farrell Drive from Andreas Road to Amado Road in Palm Springs. Approval of this item
will award a contract services agreement to B&T Works, Inc., to construct the Farrell
Drive Sidewalk Project.
RECOMMENDATION:
1) Adopt Minute Order No. "APPROVING AGREEMENT NO. IN THE
AMOUNT OF FIFTY-EIGHT THOUSAND NINE HUNDRED SIXTEEN DOLLARS
AND NO CENTS ($58,916.00) WITH B&T WORKS, INC., FOR THE FARRELL
DRIVE SIDEWALK PROJECT, CITY PROJECT NO. 06-16" and
2) Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
Every year, the Public Works and Engineering Department submits an application to the
Riverside County Transportation Commission (RCTC) for their call for projects to be
funded through the Senate Bill (SB) 821 grant program. The SB 821 Program provides
state funds for construction of sidewalks, bike-paths and other pedestrian related
facilities. In February 2006 Engineering staff submitted a grant application for
construction of new sidewalk along the west side of Farrell Drive, between Andreas
Road and Amado Road. Staff prepared a preliminary engineer's estimate for

construction of the sidewalk which was established at $85,700 (including engineering
design and construction administration). The grant application proposed City funding of
$30,000 and SB 821 Program funding of $55,700. RCTC recognized the merits of the
City's grant application, and in July 2006 approved the requested funding.
Staff initially recognized that this project would affect the existing front yard landscaping
along the homes in this area. Proactively, staff sent copies of preliminary plans and
other information to each property owner indicating to them what landscaping
improvements within the right-of-way would require relocation or removal (such as palm
trees, gravel, decorative rocks, etc.), to make way for the new sidewalk. A neighborhood
meeting was held on May 4, 2007. Two property owners attended the meeting, at
which, staff presented the project and reviewed the impacts to affected properties. One
of them did not support the project. Three property owners mailed the "response sheet"
supporting the project, and three other owners indicated their support by telephone.
Overall, seven property owners out of eight affected owners were happy to see the City
moving forward with this project, and recognized it as a benefit to their neighborhood.
The project will accomplish construction of sidewalk on the west side of Farrell Drive
from Andreas Road to Amado Road. The work consists of removal of the existing
asphalt concrete driveways, construction of standard Portland cement concrete
driveways, construction of 5 feet wide sidewalk and ADA access ramp. The plans and
specifications were prepared by Department staff, and the project was advertised for
bids on June 19 and June 26, 2007. At 2:00 p.m. on July 10, 2007, the Procurement
and Contracting Division received construction bids from the following contractors:
1. B&T Works, Inc.; Wildomar, CA. $58,916.00
2. Peters Concrete Co.; Redlands, CA $63,990.00
3. McKenna General Engineering Inc.; Corona, CA $69,872.00
4. D&L Wheeler Enterprises; Yucaipa, CA $77,337.00
5. Bonsaii Construction; Vista, CA $80,970.80
6. Contreras Construction Co.; Indio, CA $83,780.00
7. Larry Jacinto Construction, Inc.; Redlands, CA $87,976-40

The Engineers Estimate was $68,750. The low bid was submitted by B&T Works, Inc.,
located in Wildomar, California with its principal officer Giovanni Nanci Agostino
President/Secretary/Treasurer. The bid amount is $58,916.00
FISCAL IMPACT:
Sufficient funds for this project are available in account 261-4491-50249 for the
55,700.00 state funds and Measure A account 133-4498-50249 for the local match. No
general funds will be used for this project.

fifty-eight thousand nine hundred sixteen dollars and no cents ($58,916.00) with
B&T Works, Inc., for the Farrell Drive Sidewalk Project, City Project No. 06-16
was adopted by the City Council of the City of Palm Springs, California, in a
meeting thereof held on the 25th day of July, 2007.
