SUBJECT: AWARD OF BID IFB 07-06 FOR PALM TREE TRIMMING AT VARIOUS
LOCATIONS IN THE CITY OF PALM SPRINGS

SUMMARY
The City annually trims seed pods and fronds from City-owned palm trees in order to
maintain the health and appearance of the trees, as well as to reduce the need for
clean-up efforts caused by wind and to maintain the safety of the areas surrounding the
trees. This action would award a bid for the trimming services necessary to carry out
the annual palm tree maintenance program-
RECOMMENDATION-
1- Adopt Minute Order No. awarding Bid (IFB) 07-06 for Palm Tree
Trimming at various locations in the City of Palm Springs to TruGreen LandCare
on a unit price basis of$2125 per tree for a projected total cost of$64,217.50.
STAFF ANALYSIS:
Annually, the City trims seed pods and fronds from City-owned palm trees at various
locations including the airport, convention center, parks, parkways, downtown, and
surrounding city government buildings.
In June, the City's Procurement Division issued an Invitation for Bid (IFB 07-06) for
Palm Tree Trimming. This IFB was advertised in The Public Record, posted on the
City's website, and notice faxed to nineteen firms. Three bids were received, opened
and read publicly by the Procurement Office at the bid opening time and date of 2:00
P.M., July 3, 2007. Results of this IFB are as follows:

TruGreen LandCare is the largest, most comprehensive provider of commercial
landscape services with over 100 local branches throughout the country. TruGreen has
won a multitude of awards for tree care. Some of their national clients include BASF,
Oracle, the Texas State Capitol, and The Island Walk in Naples, Florida where they
maintain over 4,000 palms of multiple varieties, 3,000 oaks and countless other exotic
specimen materials. Locally, TruGreen provides free [rimming services to [he cities of
Monrovia and Montebello, as well as several area country clubs including La Quinta
Country Club, Thunderbird Country Club and The Lakes Country Club in Rancho
Mirage. TruGreen has provided palm tree trimming services to the City within the past
10 years.
TruGreen has several offices [hroughou[ Southern California. The City will be served
out of the company's Upland office.
Under the proposed scope of services, the contractor will remove seed pods only from
approximately 1,583 trees, both seed pods and fronds from approximately 1,425 trees,
and pods, fronds and fruit from approximately 14 trees. The request to award on the
basis of unit price is made to facilitate adjustments, which are normally required while
work is in progress. The unit price offered by TruGreen is $0.25 higher per tree than
what the City paid last year for this service from another landscape company.
FISCAL IMPACT:
Funds have been approved in the Fiscal 07/08 budget and are available in the following

Minute Order approving the award IFB 07-06 for palm tree trimming at various
locations in the City of Palm Springs to TruGreen Landcare on a unit price basis of
$21.25 per tree for a projected total cost of $64,217.50, was adopted by the City
Council of the City of Palm Springs, California, in a meeting thereof held on the 18th
day of July 2007.
