HomeMy WebLinkAbout10/17/2001 - STAFF REPORTS (22) DATE: October 17, 2001 TO: City Council FROM: Assistant Director of Aviation via Interim Director of Aviation LANDSIDE ACTIVITY COMPREHENSIVE FEE SCHEDULE CHARGES RECOMMENDATION: It is recommended that the City Council approve the following Landside Activity Comprehensive Fee Schedule charges. SUMMARY: New charges for destination management/greeting service companies who conduct business activity on the landside of the airport, and replacement fees for automated vehicle identification transponders for taxicab operators are being proposed as comprehensive fee schedule changes. BACKGROUND: As air travel is restored,there will be a increased amount of business activity along the loop road and in the baggage claim area. With FAA security mandates regarding vehicle traffic in front of the terminal, staff has closely evaluated all Iandside activities to determine a best course of action in dealing with these issues. There are several destination management/greeting service companies who provide passenger services at the Airport who do not pay any fees for the business activity they provide. The Airport Commission at its September 5, 2001 meeting,was given the following information and recommended the proposed fees. The following Iandside activity comprehensive fee schedule charges are submitted for your review: 1. Greeting Services - greeting services are defined as entities providing meeting, welcoming, receiving, salutation and departure services performed by destination management or transportation companies providing similar services. There were over 365 event days in 2000 where some type of greeting service occurred at the airport. This has caused some operational and security related issues in how luggage is handled in the baggage claim area. With this amount of business activity occurring without the Airport receiving a portion of the derived revenue, and with additional security measures in place, staff has identified some needed control measures as follows: a. Require an annual operating permit fee of$200.00 and submit an approved permit application in order to conduct greeting services at the airport. b. Require an annual event access fee of$500.00 which would be consistent with the fee schedule for surface transportation operators who pay access fees. This would include ten(10)identification badges valid for one year and would allow unlimited greeting services activities. C. Require a temporary event permit fee of$200.00 and submit an approved temporary permit application for single event activities. This would include five (5) temporary identification badges valid for each single event only. po#+ Landside Activity Comprehensive Fee Schedule Charges October 17, 2001 Page 2 d. Require identification badge fees of $50.00 for additional badges beyond what the permit application provides. e. Require a lost identification badge replacement fee of$25.00. 3. Automatic Vehicle Identification (AVI) Transponder Replacement Fees - ground transportation providers(i.e.taxis)are provided a transponder when they are made part of the AVI system. There are no deposit fees for transponders. Subsequently, there are no incentives for the AVI transponders to be returned to the airport when a vehicle is sold or otherwise placed out of commission, a replacement fee would be instituted when a vehicle is out of commission for more than 30 days without return of the AVI transponder. No fees will be accessed to transponders found to be defective. For this reason we submit the following recommendation: a. Require a $50.00 AVI Transponder Replacement Fee for all ground transportation operators utilizing the AVI system. Airport staff met with representatives of several destination firms (meeter/greeters) on August 30, 2001 to discuss the proposed fees. We received valuable input and support for these proposed changes which have been incorporated into this report. Staff is confident that this effort will provide required security measures,enhanced utilization of the loop road and increased revenue opportunities. With approval from the Airport Commission,Airport staff recommends the Landside Activity Comprehensive Fee Schedule charges as submitted be adopted by the City Council. OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING RESOLUTION 19757, TO AMEND PALM SPRINGS INTERNATIONAL AIRPORT LANDSIDE ACTIVITIES AND GREETING SERVICES FEES. WHEREAS on March 1, 2000, the City Council adopted Resolution 19757; and WHEREAS Resolution 19757 is the City's Comprehensive Fee Schedule; and WHEREAS the City Council desires to amend the Comprehensive Fee Schedule in order to, amend Palm Springs International Airport Landside Activities and Greeting Services fees.
