After viewing the tape of last month's meeting, I would like to address the
inappropriate comments made by audience member Robert Stone during the
appropriately agendized presentation by April Hildner about the Tahquitz Creek
Parkway. I'd like to publicly apologize to Ms. Hildner for the inappropriate
behavior of Robert Stone.
I don't understand the grounds on which he came up to speak during her
presentation. It was impolite and an egregious lapse in both etiquette and
procedure. If someone from the public wishes to speak about matters within our
jurisdiction, there is an opportunity for that during public comments and we
welcome the public to speak during that time. In no way was it appropriate for Mr.
Stone to speak at this table, at great length, telling Ms. Hildner what she should
do, and what she shouldn't do, to proceed with the project. I'm sure there are
many people who would like to get up and sit on the City Council dais to express
their opinions to Council while they are discussing an item on their Agenda. This
would be inappropriate, improper and inefficient. I wish that Mr. Stone had that
understanding of protocol and respect for the people who serve this City. He
clearly doesn't. If Mr. Stone would like to discuss the proposed Tahquitz Creek
Parkways with Ms. Hildner he is free to contact her and do it at his leisure. There
is no reason why this Commission's valuable meeting time was wasted on this
extraneous discussion.
Ms. Hildner was not seeking from us, or random members of the public, direction
on how she should proceed with the necessary steps to make her vision a reality.
She was simply here to feel out the Commission's thoughts on whether we
believed the parkway that she is proposing would be a suitable site for public art.
It is clear from her presentation that she understands the processes and
procedures necessary to accomplish the extraordinary task of turning what is
now wasteland into a formidable asset to the community. I applaud her efforts,
and was heartened to see the Commission's positive response to her
presentation.
The intrusion by Mr. Stone on Ms. Hildner's presentation was completely out-of-
line, and I want Ms. Hildner, as well as the public, to know that Mr. Stone has no
formal relationship to this Commission, clearly no understanding as to how we
conduct our meetings, and in no way does his viewpoint represent the view of
this Commission.

Reference the application by one Robert Stone for a position on the Public Arts Commission:
Mr. Thompson,
I take this opportunity to express serious opposition to the application for a Mr. Robert Stone for a
position on the Public Arts Commission. Mr. Stone has, on more than one occasion, violated the spirit
of the Corrnission for no apparent reason.
On one occasion he openly disparaged a work of art during the presentation of the sculpture by the artist
to the Commission. His inappropriate remarks were not called for, as those of us on the Commission
try to make anyone wishing to present their art for our consideration feel welcome and respected. Mr.
Stones behavior in this instance was a perfect example of how we do not want to treat artists coming
before us.
Most recently, Mr. Stone interrupted a Cormnission meeting during an agendized presentation by a
community member on a program to enhance the Tahquitz Creek wash. For some reason NIT. Stone felt
it necessary to take time away from our meeting to condescendingly lecture the presenter on what she
should be doing and not doing in her and her group's efforts to beautify the wash. None of us could
understand the point of his interruption. 1 personally felt it necessary to seek out the presenter
afterwards to apologize for Mr. Store's uncalled for behavior. We welcome members of the
community who want to speak to the Commission. We do not welcome people who use tbal
opportunity to belittle other people or to waste the community's time with personal issues.
Thank you for your time and your consideration of this issue. I would only ask you to continue to
appoint the best people possible to the Commission. I assure you that, based on past behavior before
the Commission, Robert Stone does not personify the best we have.

SUMMARY
The City Council will receive reports from the City Council subcommittees and make
final appointments to various Commissions and Boards as part of the 2007 Annual
Recruitment Process,
RECOMMENDATION:
1. Appoint two-members to the Administrative Appeals Board for the term ending
June 30, 2010.
2. Appoint three-members to the Human Rights Commission for the term ending
June 30, 2010, and one-member for the unexpired term ending June 30, 2008.
3. Appoint two-members to the Library Board for the term ending June 30, 2010.
4. Appoint one-member to the Personnel Board for the term ending June 30, 2010.
