HomeMy WebLinkAbout10/17/2001 - STAFF REPORTS (12) DATE: October 17, 2001 TO: City Council FROM: Risk Manager via Director of Procurement & Contracting INSURANCE RENEWALS FOR THE CITY'S EARTHQUAKE/FLOOD AND MULTI- MEDIA INSURANCE RECOMMENDATION: It is recommended that the City Council adopt a Resolution approving the City's Earthquake/Flood Insurance renewals effective November 1, 2001 and Multi-Media Insurance renewal effective November 9, 2001. SUMMARY: Although property insurance costs have been increasing over the past two years, and the catastrophic losses resulting from the September 11, 2001 terrorist attacks have placed many companies in a "reserve position", the City's new Broker contacted thirty-five insurance companies and was able to aggressively market our account. We expected and budgeted for a 30 to 35 percent increase in premiums, yet the most competitive quotes we received reflect a 17 percent increase. The less than anticipated increase allows us to stay within our budgeted allocation while purchasing additional coverage for building ordinance replacement costs, and increasing our coverage limits from $50,000,000 to $76,000,000. BACKGROUND: The City of Palm Springs contracted with Davis & Graeber Insurance Services, Inc. on October 3, 2001, to perform services as the City's Insurance Broker of Record to solicit insurance proposals from qualified carriers upon renewal of insurance policies. The November 1, 2001 renewals are excess layers of earthquake/flood insurance. The former Broker of Record, Aon, renewed the City's $2,500,000 primary level of earthquake/flood insurance on July 1, 2001, at a premium of $98,150. Due to limits in earthquake insurance capacity and premium costs over the years, the City has purchased varying policy coverage limits during the past decade. In 1997, the City was able to quadruple its limit for a 19% increase in premium. In 2000, the limit was reluctantly reduced from $86,803,000 to $50,000,000 because of escalating premium costs and declining competition in the property insurance marketplace. $189,685 is available in Earthquake Insurance (5905-48655) and $5,689 is available in Multi-Medial Professional Insurance (5904-43820). OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA, APPROVING INSURANCE RENEWALS FOR THE CITY'S EXCESS DIFFERENCE IN CONDITION (EARTHQUAKE/ FLOOD) INSURANCE AND MULTI-MEDIA INSURANCE. WHEREAS the City's Excess Difference in Condition (Earthquake/Flood) Insurance coverage expires at midnight on October 31, 2001; and WHEREAS the City's Multi-Media insurance coverage expires at midnight on November 8, 2001; and WHEREAS the City of Palm Springs contracted with Davis & Graeber Insurance Services, Inc., a California Corporation, on October 3, 2001, to perform services as the City's Insurance Broker of Record to solicit insurance proposals from qualified carriers upon renewal of these policies, and WHEREAS the City of Palm Springs received insurance quotations on these renewals on October 5, 2001.
