RESOLUTION NO.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS APPROVING AMENDMENT #1 TO THE
ALLOCATED POSITIONS AND COMPENSATION PLAN,
ADOPTED BY RESOLUTION NO. 21907, EXTENDING THE
MANAGEMENT PAY FOR PERFORMANCE PROGRAM, AND
AMENDING THE EXPENSE REIMBURSEMENT POLICY FOR
CITY COUNCIL AND COMMISSION MEMBERS.
WHEREAS, an Allocated Positions and Compensation Plan was adopted June 6,
2007 for the 2007-08 fiscal year by Resolution No. 21907; and
WHEREAS, the City Council desires to amend the Allocated Positions and
Compensation Plan; and
WHEREAS, the City Council desires to clarify the retiree health benefits for Palm
Springs Exempt employees; and
WHEREAS, the City Council wishes to extend the Management Pay for
Performance Program; and
WHEREAS, the City Council desires to amend the expense reimbursement
policy of the City.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS AS FOLLOWS:
SECTION 1. Effective July 1, 2007, for the positions set forth below the current range
will be increased by 3.5%:
Assistant City Manager--Administrative Services EX1 85
Assistant City Manager— Development Services EX1 85
Director of Building & Safety EX2 67
Director of Public & Neighborhood Affairs EX2 60
Executive Services Administrator EX2 50
Executive Assistant Admin/City Attorney EX2 47

SECTION 2. Effective July 1, 2007, for the positions set forth below the current ranges
shall be:

SECTION 3. Salary Schedules EX1, EX2 and EX3 are hereby approved and supersede
the previous EX Schedule, amending the Allocated Positions and Compensation Plan
adopted by Resolution No. 21097.
SECTION 4. Effective July 1, 2007, the existing reimbursement policies for certain
health benefits shall be amended as follows:
A, An exempt employee, who is first retained, hired, or appointed after July 1, 2007,
shall not receive nor shall be eligible for a City contribution for retiree health benefits
other than for any mandatory CaIPERS costs. The City will, however, make a $50.00
per month contribution to an employee Retiree Health Savings Plan and the associated
fixed dollar cost of administration for each such employee.
B. An exempt employee who is first retained, hired, or appointed before July 1, 2007
and who attains age fifty (50) and retires from active service as an employee of the City,
or a member of the City Council who separates from service as a member of the City
Council, shall be reimbursed for costs of health insurance as follows:
1) after 7.5 years of full-time continuous service with the City, 50% of the cost of
two party health premium covered immediately prior to the date of separation;
2) after 11.5 years of full-time continuous service with the City shall be
reimbursed for 75% of the cost of two party health premium covered immediately
prior to separation; and
3) after 15.5 years of full-time continuous service with the City shall be
reimbursed for 100% of the cost of two party health premium covered
immediately prior to separation.
C. Any person otherwise eligible for reimbursement pursuant to subsection B above
shall not receive reimbursement until the date of separation or the person's 50d'
birthday, whatever date occurs last and so long as such person maintains continuous
membership in a city approved health plan at their awn expense.
SECTION 5. Effective July 1, 2007, Resolution 21284 is amended to read as follows:
"Section 2. The Management Pay for Performance Program is hereby
established as provided in Exhibit "B" to this resolution and shall be applicable for the
persons holding executive or management positions identified therein. The
Management Pay for Performance Program shall be extended effective July 1, 2007,
until such time as terminated by the City Council. To the extent the Management Pay for

Performance Program is inconsistent with the provisions of Rule 5 of the City's
Personnel Rules, the provisions of the Management Pay for Performance Program shall
control."
SECTION 6. Exhibit "A" of Resolution No. 21691 is amended by revising a certain
portion of Section A thereof relating to Council approval of certain travel costs or
expenses to read as follows:
"Section A. AUTHORIZED EXPENSES
The following expenses require prior City Council approval:
(1) International travel; and
(2) Expenses which exceed any annual limits established for each
member."

SUMMARY
The City Council will consider approving a resolution modifying the Personnel
Ordinance to adjust EX (Department Head) salaries and modify their "retiree health"
benefit to a 2-Tier structure, consistent with the other City employee groups.
RECOMMENDATION:
Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, APPROVING AMENDMENT NO. 1 TO THE
ALLOCATED POSITIONS AND COMPENSATION PLAN, ADOPTED BY
RESOLUTION NO. 21907, EXTENDING THE MANAGEMENT PAY FOR
PERFORMANCE PROGRAM, AND AMENDING THE EXPENSE REIMBURSEMENT
POLICY FOR CITY COUNCIL AND COMMISSION MEMBERS,
STAFF ANALYSIS:
Over the past several years, City Council has adopted a policy of working toward a
compensation wage scale for the employee bargaining units which reflects the "median"
range as compared to the negotiated and established Palm Springs 19 benchmark local
government jurisdictions. The objective of this policy initiative was to promote the
following goals;
1. Create a salary "median" equity with benchmark jurisdictions.
2. Maintain and recruit qualified professional and non-professional staff.

3. Secure cost savings to the city by reducing retiree health benefits through a 2-tier
system.
Staff has successfully negotiated and Council has approved contracts with each of the
City's employee bargaining units that reflects significant movement toward these goals.
Therefore, I recommend that the unrepresented Department Heads receive similar
consideration. A special caveat should be noted with regard to the Department Heads,
however, as they are categorized as "at-will" status employees. With this designation,
comes an added performance/evaluation requirement by the City Manager. Hence, the
recommended salary adjustments are predicated upon demonstrated individual
performance and internal relativity with other managers. For example, some
classifications within this group may only receive what amounts to a "COLA"
adjustment.
Provisions included in the proposed resolution also incorporate the 2-Tier health care
retirement structure, clarifies the retiree health benefits, and extends the "Pay for
Performance" program until such time as terminated by the City Council. Finally, the
travel policy is amended to require that all "international travel" be approved by the City
Council.
FISCAL IMPACT:
The cost impact to the General Fund is approximately $125,000 in the upcoming fiscal
year. It is anticipated that salary savings on a city-wide basis will be sufficient to offset
the increased compensation, and the need for a budget adjustment is not necessary.
Significant cost savings to the General Fund, as a result of the 2-Tier retiree health
benefit modification, will accrue over time, particularly with regard to reducing the
unfunded liability for retiree health care citywide.

WHEREAS, an Allocated Positions and Compensation Plan was adopted June 6,
2007 for the 2007-08 fiscal year by Resolution No. 21907; and
WHEREAS, the City Council desires to amend the Allocated Positions and
Compensation Plan; and
WHEREAS, the City Council desires to clarify the retiree health benefits for Palm
Springs Exempt employees; and
WHEREAS, the City Council wishes to extend the Management Pay for
Performance Program; and
WHEREAS, the City Council desires to amend the expense reimbursement policy
of the City.
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS AS FOLLOWS:
SECTION 1. Effective July 1, 2007, for the positions set forth below the current
range will be increased by 3.5%:

SECTION 3. Effective July 1, 2007, the existing reimbursement policies for certain
health benefits shall be amended as follows:
A. An exempt employee, who is first retained, hired, or appointed after July 1,
2007, shall not receive nor shall be eligible for a City contribution for retiree health
benefits other than for any mandatory CalPERS costs. The City will, however,
make a $50.00 per month contribution to an employee Retiree Health Savings Plan
and the associated fixed dollar cost of administration for each such employee.
B. An exempt employee who is first retained, hired, or appointed before July 1,
2007 and who attains age fifty (50) and retires from active service as an employee
of the City, or a member of the City Council who separates from service as a
member of the City Council, shall be reimbursed for costs of health insurance as
follows:
1) after 7.5 years of full-time continuous service with the City, 50% of the
cost of two party health premium covered immediately prior to the date of
separation;
2) after 11.5 years of full-time continuous service with the City shall be
reimbursed for 75% of the cost of two party health premium covered
immediately prior to separation; and
3) after 15.5 years of full-time continuous service with the City shall be
reimbursed for 100% of the cost of two party health premium covered
immediately prior to separation-
C. Any person otherwise eligible for reimbursement pursuant to subsection B
above shall not receive reimbursement until the date of separation or the person's
50Lh birthday, whatever date occurs last and so long as such person maintains
continuous membership in a city approved health plan at their own expense.
SECTION 4. Effective July 1, 2007, Resolution 21284 is amended to read as
follows:
"Section 2. The Management Pay for Performance Program is hereby
established as provided in Exhibit "B" to this resolution and shall be applicable for
the persons holding executive or management positions identified therein. The
Management Pay for Performance Program shall be extended effective July 1,
2007, until such time as terminated by the City Council. To the extent the
Management Pay for Performance Program is inconsistent with the provisions of
Rule 5 of the City's Personnel Rules, the provisions of the Management Pay for
Performance Program shall control."
SECTION 5. Exhibit "A" of Resolution No. 21691 is amended by revising a certain
portion of Section A thereof relating to Council approval of certain travel costs or
expenses to read as follows.
