SUBJECT: EXTEND SUSPENSION OF TWO-HOUR TIME LIMITS ON PORTIONS
OF INDIAN CANYON DRIVE. AND BELARDO ROAD FROM ALEJO
ROAD TO RAMON ROAD AND DOWNTOWN CITY-OWNED PARKING
LOTS AND PARKING STRUCTURE UNTIL JUNE 30, 2008

SUMMARY
This is a Resolution to extend the suspension of two-hour time limits on portions of
Indian Canyon Drive and Belardo Road from Alejo Road to Ramon Road, and
downtown City-owned parking lots and parking structure until June 30, 2008.
RECOMMENDATION:
Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF PALM SPRINGS, CALIFORNIA, EXTENDING THE SUSPENSION OF TWO-HOUR
TIME LIMITS ON PORTIONS OF INDIAN CANYON DRIVE AND BELARDO ROAD
FROM ALEJO ROAD TO RAMON ROAD AND DOWNTOWN CITY-OWNED PARKING
LOTS AND PARKING STRUCTURE UNTIL JUNE 30, 2008."
STAFF ANALYSIS:
The suspension of the parking time limits in City-owned lots has been in place since
June 2005. On June 21, 2006 the City Council adopted Resolution No. 21628 to
continue the suspension of the enforcement of time limits on parking automobiles in
City-owned parking lots, until June 30, 2007. On September 20, 2006 the City Council
adopted Resolution No. 21718 to suspend the two-hour time limits on Indian Canyon
Drive and Belardo Road from Alejo Road to Ramon Road until June 30, 2007. At the
request of business owners, on February 7, 2007 the City Council adopted Resolution
No. 21826 reinstating two-hour time limits on Indian Canyon Drive between Saturmino
Road and Andreas Road effective until June 30, 2007,

Continue Unlimited Parking
Main Street Palm Springs has indicated that the current free and unrestricted parking
program has not adversely affected the Central Business District. Other than the
request from Plaza Mercado businesses noted below, and the request from Indian
Canyon Drive businesses that resulted in the February change, few other complaints
were received by the City during this past year.
In February 2007, staff did receive a written request by businesses located in Plaza
Mercado project to reinstate the two-hour time limits in the parking lot- The Plaza
Mercado lot often fills up in the morning and remains full throughout the day. The owner
of Plaza Mercado has a right to restrict half the spaces in the lot for private use, but has
agreed to not do so for now, pending a solution that works for his tenants and for the
Downtown at large, which could include reinstatement of time limits- At this time, staff is
recommending continuing with the unrestricted time limits in the Plaza Mercado lot
through the summer and early fall to allow time to complete the parking study. If the
business owners are still adversely affected, staff could bring back to City Council a
request to reinstate time limits in the Plaza Mercado lot.
The Redevelopment Agency is reviewing a contract with a consultant to prepare a
downtown parking supply and management study. The first phase of the contract will
address the existing parking supply and the unrestricted program currently in place.
The consultants work is expected to begin in July- Staff recommends adopting the
Resolution continuing the suspension of two-hour time limits on portions of Indian
Canyon Drive and Belardo Road from Alejo Road to Ramon Road, and downtown City-
owned parking lots and parking structure until June 30, 2008, with a Study Session
review in 6 months. The time limits on Indian Canyon Drive between Saturmino Road
and Andreas Road, which were reinstated in February 2007, remain in place.
FISCAL IMPACT:
There will not be any additional financial impact to the City over the 2006-2007 year-

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA, EXTENDING THE
SUSPENSION OF TWO-HOUR TIME LIMITS ON
PORTIONS OF INDIAN CANYON DRIVE AND BELARDO
ROAD FROM ALEJO ROAD TO RAMON ROAD AND
DOWNTOWN CITY-OWNED PARKING LOTS AND
PARKING STRUCTURE UNTIL JUNE 30, 2008
The City Council of the City of Palm Springs finds:
A. On June 8, 2005 the City Council adopted Resolution 21286 suspending the
imposition and enforcement of time limits on parking of automobiles on City-
owned parking lots between the dates of June 9, 2005 and September 30, 2005.
B- On September 21, 2005 the City Council adopted Resolution No. 21414
extending the suspension of the imposition and enforcement of time limits on
parking of automobiles on City-owned parking lots until December 31, 2005.
C. On December 14, 2005 the City Council adopted Resolution No. 21480
extending the suspension of the imposition and enforcement of time limits on
parking of automobiles on City-owned parking lots until June 30, 2006.
D, On June 21, 2006 the City Council adopted Resolution No. 21628 suspending
the imposition and enforcement of time limits on parking of automobiles on City-
owned parking lots until June 30, 2007,
E. On September 20, 2006 the City Council adopted Resolution No. 21718
suspending two-time limits on Indian Canyon Drive and Belardo Road between
Alejo Road and Ramon Road until June 30, 2007.
F. On February 7, 2007 the City Council adopted Resolution No. 21826 reinstating
two-hour time limits on Indian Canyon Drive between Saturmino Road and
Andreas Road.
G. The City Manager, pursuant to Section 12.32.050 of the Palm Springs Municipal
Code, has examined and surveyed the Central Business District City-owned
parking lots and has determined that the continuation of this suspension of time
limits is warranted and will not adversely affect the availability of parking in these
lots.
The City Council of the City of Palm Springs therefore resolves.-
Section 1. The City Council extends the suspension of the imposition and
enforcement of time limits on the parking of motor vehicles on portions of Indian Canyon
Drive and Belardo Road from Alejo Road to Ramon Road and downtown City-owned

parking lots and parking structure until June 30, 2008.
Section 2. Time limits on the parking of motor vehicles on City-owned parking lots in
effect since June 8, 2005 shall be deemed fully reinstated, imposed, and enforceable on
July 1, 2008.
Section 3. Except as expressly provided in this resolution, all regulations governing
the driving, stopping, parking, or leaving standing of vehicles on City-owned parking lots
shall remain in full force and effect.
