REQUEST FOR RENTAL FEE REDUCTION
RECOMMENDATION:
That the City Council consider approving the reduction of rental fees for City
facilities from $10/hour to $5/hour for the Riviera Resort and Racquet Club's two
upcoming events.
SUMMARY:
The Riviera Resort and Racquet Club has asked the City to reduce the rental fees
for the use of the tennis courts at the Palm SpringsTennis Center from $10/hour
to $5/hour for two tournaments that it will be hosting in November.
BACKGROUND:
On June 12, the Riviera Resort and Racquet Club submitted a "Facility Use
Application" for the rental of the tennis courts at the Palm Springs Tennis Center
(PSTC) for two tournaments in November.
At that time, staff was preparing an amendment to the Comprehensive Fee
Schedule to include an hourly rental fee for tennis courts. This amendment was
approved by City Council on July 18.
On July 17, Ed Svitak, Vice President of Sales & Marketing for the Riviera Resort
and Racquet Club sent a letter to the City asking for a variance in the rate of
$10/hour to use the PSTC for its upcoming events.
On July 27, a response was sent to Mr. Svitak asking him to clearly define the
events' economic impact as related to documented attendees and the number of
hotel room-night stays in the community.
Mr. Svitak responded on August 28 with the information requested regarding the
events.The World Team Tennis event,scheduled for November 9-10, is expecting
a total of 150-175 people in attendance from Thursday through Sunday. The
estimated number of guest room nights is 366 at a rate of$99. Based on projected
room revenue of$36,234,the City will receive$3,913 in Transient Occupancy Tax
(T.O.T.) from this event. The other event, USTA League Zonal, scheduled for
November 16-17, anticipates attendance of approximately 90 people, with
estimated occupied room nights of 150 at a rate of$98.Based on room revenue
of$14,700, the City will receive $1,588 in T.O.T.

Full rental value of the tennis courts, based on the Riviera Resort's "Facility Use
Application," would generate $1,620 in revenue for the City.
At its September 19 meeting, the Parks and Recreation Commission voted
unanimously (6/0) to recommend that City Council approve the 50% reduction of
rental fees for the use of the PSTC's tennis courts for the Riviera Resort and
Racquet Club's two upcoming events.
