AIRPORT OVERTIME - SECURITY MEASURES
RECOMMENDATION:
It is recommended that City Council authorize the use of overtime compensation for
all Airport employees carrying out special/added duties in response to the recent
national tragedy.
SUMMARY:
The Airport has been mandated to increase security related activities which require
work hours beyond normal expectations;this action would authorize all employees to
receive overtime compensation.
BACKGROUND:
When terror struck on Tuesday morning, September 11, 2001, lives everywhere
changed indelibly. Those of us charged with running America's airports have been
mandated to raise the level of security/diligence to unprecedented levels. Security at
airports, by federal regulation, is the primary responsibility of all airport employees.
To increase security presence and diligence with folks familiar with the Airport, we
must adjust what our employees do. The requirements are such that the Airport is
unableto covereverything withoutworking general unitemployees and management
beyond their normal work week.
The Airport's Airline Use and Lease Agreement states, "In the event City is required
to furnish special law enforcement services under FAR, Part 107 and Part 108...or is
required to make additional expenditures by any federal order....the cost and expense
thereof shall be allocated to the appropriate cost center." As during the Gulf War, the
airlines will be surcharged to cover our additional costs.
A Resolution is attached for City Council consideration.

OF THE CITY COUNCIL OF THE CITY OF
PALM SPRINGS, CALIFORNIA,
AUTHORIZING OVERTIME COMPENSATION
FOR ALL AIRPORT EMPLOYEES IN
RELATION TO ANY SPECIAL DUTIES
REQUIRED BY FEDERAL AVIATION
ADMINISTRATION SPECIAL SECURITY
DIRECTIVES.
WHEREAS, Tuesday morning, September 11, 2001, terrorists struck New York and
Washington, D.C. utilizing hijacked airlines as weapons of mass destruction; and
WHEREAS the Federal Aviation Administration (FAA) immediately shut down the entire
United States airspace; and
WHEREAS the FAA quickly moved all airports to Level IV security (highest security level)
and issued a broad list of special security mandates which must be implemented prior to the
airport reopening; and
WHEREAS many of the new security measures require higher presence levels of uniformed
airport employees and those levels of personnel with eyes and ears familiar with the airport
environs are beyond the normal manhours available; and
WHEREAS the Airport's Airline and Use Agreement requires that the airlines reimburse the
Airport for any extraordinary costs mandated by FAA orders,
NOW THEREFORE BE IT RESOLVED that overtime compensation for all Airport employees
required to work beyond their normal 80 hours per pay period to provide services
necessitated by the mandated security increases is hereby authorized.
