h, DATE: September 19,2001 TO: City Council FROM: Director of Public Works/City Engineer& Assistant City Manager, Administration SEWER SERVICE ON CAMINO ALTURAS AND CAMINO MONTE RECOMMENDATION : That City Council approve the addition to the Capital Improvements program for the 2001-02 fiscal year for sanitary sewer extension in Camino Alturas and Camino Monte providing potential sewer service to seven residences for a maximum budgeted amount of$100,000.00. Further authorize staff to utilize the authority granted under Resolution 16031 adopted by City Council in 1986 to allow for the reimbursement from the property owners at the time of connection to the sewer. SUMMARY: This action would authorize the City to design and request Council to award a construction contract for construction of sanitary sewer to serve a maximum of seven residences in the vicinity of Camino Alturas and Camino Monte._This action will further authorize staff to initiate the process that will allow the City to be reimbursed its design and construction costs for this sewer extension at the time the residences connect to the City sewer. BACKGROUND: In the mid 1980's Assessment District 148 was formed which provided sanitary sewer to much of the residential area west of Palm Canyon Drive. As part of that Assessment District several areas were omitted on the basis of extensive additional cost for sewer extensions. It is estimated that those areas omitted from Assessment Districts and currently remaining without sewer consist of several hundred homes. Providing sewer service to these homes in those areas west of Palm Canyon Drive is estimated to cost in excess of 4 million dollars. One of those areas omitted from Assessment District 148 is in the vicinity of Camino Alturas and Camino Monte. The owner of the residence at 1921 Camino Monte wrote the then City Manager in March of 2000 to report that his septic system was beginning to fail. This particular property's leach field has deteriorated to the point that the tanks must be pumped frequently to prevent over flow. The owner has sought to obtain concurrence from his neighbors for the installation of the sewer which was designed with Assessment District 148 but never constructed. Failing to obtain any concurrence from adjacent property owners, the owner of 1921 Camino Monte, Dr Bernard Guentner proceeded to investigate the forming of a reimbursement district whereby Dr. Guentner would finance installation of the sewer and be reimbursed as adjacent property connected. This process has been successfully utilized in other areas of the City. However, upon receiving bids for sewer construction, Dr. Guentner has determined that he cannot afford to foot the entire bill himself. The lowest bid for construction is in excess of$71,000. Dr Guentner has subsequently made a request to the City for extension of the sewer from its current terminus in Camino Alturas approximately 200 feet east of Camino Monte to Camino Monte and continuing southerly on Camino Monte approximately 200 feet. There is no remaining area on Dr. Guentners' property to expand his //A Sewer Service September 19,2001 Page 2 leach field and the possibility of further failures and spills is real. There are sufficient funds available in the Wastewater Account for unscheduled capital projects. All available funds do not begin to approach the afore mentioned 4 million dollars needed to provide sewer service to all these properties. This property on Camino Monte is the only one that staff is aware of that currently experiences severe septic systems failures. The potential for further serious failures is the reason staff is recommending funding of a sewer improvement project for this area. Resolution 16031 adopted by the City Council on October 15, 1986 authorizes the City to install off site improvements and to seek reimbursement from the property owner at the time the permit is issued for connection to the sewer. Staff believes that it is not likely that any of the other properties in this area will desire to connect to this sewer in the near future due to the fact that the remaining properties have other options with regards to expansion of their septic systems. Eventually, however, it is forecast that some of these additional areas will desire to connect to the available City sewer and this proposal sets up a mechanism for them to do so while still paying their fair share of construction costs.
