N` City Council Staff Report
DATE: June 20, 2007 CONSENT AGENDA
SUBJECT: Renew Contract With The City of Cathedral City To Book Prisoners In the
Police Department's Jail.
FROM: David Ready, City Manager
BY: Palm Springs Police Department
SUMMARY
It is recommended that the City Council authorize the City Manager to renew the Use of
Palm Springs Jail Contract with the City of Cathedral City which enables their Police
Department to book prisoners into the Palm Springs Police Department's Jail.
RECOMMENDATION:
1. Adopt Minute Order No Approving an agreement with the City of Cathedral
City for the use of the Palm Springs Jail in the amount of $143.80 per day per
prisoner.
2. Authorize the City Manager to execute the Agreement.
STAFF ANALYSIS:
The Police Department has been booking prisoners from the Cathedral City Police
Department for several years. This request is to renew the contractual agreement with
modifications.
The State of California has intentions of reinstating the Booking Reimbursement
Program, which will allow counties and Type 1 City Jails, which includes Palm Springs,
to be reimbursed for their costs when they accept prisoners from other agencies. The
reimbursement program will allow us to seek reimbursement if we accept prisoners from
other agencies; however the State's procedure for such reimbursements is not yet clear.
Hence, under the proposed modified agreement, Palm Springs will require that
Cathedral City pay the "per prisoner" fee, and we will reimburse them in the event that
we receive our reimbursement from the State.

Renew Jail Contract With Cathedral City
The jail cost per prisoner is set at $148.23 daily, and the Department will invoice
Cathedral City on a monthly basis. The current booking fee has been established by
Riverside County Sheriff and is consistent with our cost recovery for staff time and
materials to process each prisoner into our jail.
FISCAL IMPACT:
Last fiscal year, income under this agreement was approximately $44,000. However, it
may be anticipated that revenues will be appreciably less in the new fiscal year as
Cathedral City will also be using the Riverside County Jail as their primary booking
facility.
