Subject: LIVMOR ESTATES TRAFFIC CALMING NEIGHBORHOOD REQUEST TO
CLOSE LIVMOR AVENUE AT CIVIC DRIVE

SUMMARY
Approval of this minute orderwill receive,file, and forward the traffic calming request to the
Planning Commission for recommendations regarding the closure.
RECOMMENDATION:
1) RECEIVE AND FILE THE TRAFFIC CALMING REQUEST FOR LIVMOR ESTATES
NEIGHBORHOOD.
2) FORWARD REQUEST TO THE PLANNING COMMISSION TO PROVIDE
RECOMMENDATIONS REGARDING THE PROPOSED CLOSURE.
STAFF ANALYSIS-
In accordance with the procedures set forth in the Council adopted traffic calming policy,
representatives of the Livmor Estates Neighborhood between Andreas and Civic Drive,
bounded on the east by Civic Drive and the west by Farrell Drive, requested closure of
Livmor Avenue at Civic Drive, adjacent to the dog park in 2003- At that time neighborhood
consensus could not be reached and the petition went no further. However, in 2006 the
neighborhood again requested street closure and this time proceeded to a neighborhood
election, which resulted in an 83% favorable vote for closing Livmor at Civic Drive. Votes
were received on 65 out of the 85 ballots mailed out. The closure is proposed on Livmor,
just east of Airlane Drive, utilizing signs, curbs, with possible landscaping in the closed
area. The balloting procedure and results meet the requirements of the traffic calming
program. Staff research indicated that in addition to speeding with an 85"' percentile
reading of 41 miles per hour, significant amounts of cut-through traffic from Farrell Drive
was also occurring.

Closure of Livmor will result in traffic, who's destination was the dog park, City Hall or the
offices north of City Hall to utilize either Civic Drive or Tahquitz Canyon Way via Louella
Road for access. Because of the circuitous route through this neighborhood, traffic
volumes on Livmor are expected to decrease while traffic uses alternate routes. Volumes
on Louella Road my increase slightly, as this will be one of the three remaining exits to the
neighborhood, as opposed to the original four.
Staff requested and received clearance from both Police and Fire Departments regarding
the proposed closure.
FISCAL IMPACT: Finance Director Review:
There is not fiscal impact at this time. Approval of this action will be forwarding this to the
Planning Commission.
