Dear Sir,
We own a twenty-five acre industrial park at 19020 N- Indian Ave in unincorporated
Riverside Comity.
We oppose the proposed name change due to the expense to ourselves and the thirty
businesses that lease from us.
In addition to the expense of reprinting stationary and promotional materials, we have a
concrete monument sign at our park entrance, which would need to be replaced at a cost
of thousands of dollars.
If you do intend to go forward with this to help the home builders in Desert Hot Springs,
perhaps some financial help from Economic Development can be provided to offset our
expenses.
Also, please put off implementation until the area code split is finalized so that businesses
don't have to re-reprint after that change.

Dear Mr. Newell,
Pursuant to Municipal Code 14.08 "Street Natne Changes", we would like to
propose to change the name of Indian Avenue to N. Indian Canyon Drive along
the section of road within the Paloa Springs city limits that is located north of
Interstate 10 to 18`h Avenue.
We are requesting this name change so that the street name stays consistent from
the City of Palm Springs to its termination at 29 Palms Hwy. We have been
working with the County of Riverside and the City of Desert Hot Springs
regarding this project, and are moving towards the final steps in the approval
process.
There are 7 parcels along Indian Avenue between 1-10 and 18`h Avenue that are
affected. (1 have enclosed an aerial photograph of this area for your reference.)
We have obtained the owner's signatures of 4 of these parcels, or 60%, as
stipulated in the Municipal Code. Enclosed are copies of the ballots signed by the
owners that identifies the APN's of the parcels they own. In addition, 1 have
enclosed a check for the application fee ofS1538.00.

SPRINGS, WHICH IS APPROXIMATELY 0.88 MILES TO THE NORTH;
GENERAL PLAN — MAJOR THOROUGHFARE.

SUMMARY
Century Vintage Homes has submitted a petition to change the street name of Indian
Avenue to Indian Canyon Drive. Presently, there is half of approximately 0.88 miles
north of Interstate 10 within the City of Palm Springs. The other half and remaining 6.8
miles of Indian Avenue are within the County of Riverside's or City of Desert Hot
Springs'jurisdictions.
RECOMMENDATION:
1. Adopt Resolution No. _ "A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF PALM SPRINGS, CALIFORNIA APPROVING A STREET NAME
CHANGE OF INDIAN AVENUE TO INDIAN CANYON DRIVE."
PRIOR ACTIONS:
On March 14, 2007, the Planning Commission adopted a resolution of intention to
change Indian Avenue.
On April 11, 2007, the Planning Commission continued the public hearing to the April
25, 2007 Planning Commission Meeting.
On April 25, 2007, the Planning Commission reviewed and recommended approval to
the City Council by a vote of 4-0-3 (Caffery, Ringlein and Scott absent).

STAFF ANALYSIS:
The applicant has proposed to change the street name of Indian Avenue to Indian
Canyon Drive pursuant to Chapters 14.08.010 through 14.08.100 of the Palm Springs
Municipal Code. The applicant has also filed applications with the County of Riverside
and City of Desert Hot Springs for changing the entire Indian Avenue corridor to Indian
Canyon Drive. The City of Desert Hot Springs has approved the street name change
(resolution attached); the County of Riverside is scheduled to review the project on May
8, 2007.
A more detailed analysis is provided in the attached Planning Commission Staff Report
dated April 25, 2007_ Findings in support of approving the proposed project are
included in the attached draft resolution of approval.
FISCAL IMPACT: Finance Director Review:
With the proposed conditions, there is no cost to the City associated with this street
name change.

WHEREAS, Century Vintage Homes (Applicant") has filed an application (Case No.
5.1147 — SNC) with the City pursuant to Chapter 14.08 of the Municipal Code for a
street name change of North Indian Avenue to North Indian Canyon Drive, and
WHEREAS, on March 14, 2007, a review of the application was held by the Planning
Commission and a resolution of intention was adopted in accordance with the
applicable law; and
WHEREAS, notice of public hearing of the Planning Commission of the City of Palm
Springs to consider Case No. 5.1147 — SNC was given in accordance with applicable
law; and
WHEREAS, on April 25, 2007, the Planning Commission held a public hearing for said
street name change and recommended approval to the City Council; and
WHEREAS, the proposed project is not considered a "project" pursuant to the terms of
the California Environmental Quality Act ("CEQA"), and has been determined to be
Exempt pursuant to Section 15061(b)(3) of the CEQA Guidelines; and
WHEREAS, the City Council has carefully reviewed and considered all of the evidence
presented in connection with the review of the project, including, but not limited to, the
staff report, and all written and oral testimony presented.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE
AS FOLLOWS:
Section 1: Pursuant to the California Environmental Quality Act (CEQA) Guidelines,
the project has been determined to be Exempt per Section
15061(b)(3)(General Rule). The project has no possibility of causing a
significant effect on the environment.
Section 2: The change of Indian Avenue to Indian Canyon Drive is the best option if
the street name is to be changed — the name has historical value with the
City and is an extension of an existing street name which will connect the
northern portion of the City with the core.

NOW, THEREFORE, BE IT RESOLVED that, based upon the foregoing, the City
Council hereby approves Case No. 5.1147 — SNC, subject to those conditions set forth
in the attached Exhibit A, which are to be satisfied unless otherwise specified.

CONDITIONS OF APPROVAL
Before final acceptance of the project, all conditions listed below shall be
completed to the satisfaction of the City Engineer, the Director of Planning, the
Chief of Police, the Fire Chief or their designee, depending on which department
recommended the condition.
Any agreements, easements or covenants required to be entered into shall be in
a form approved by the City Attorney.
PLANNING DEPARTMENT:
1. The proposed development of the premises shall conform to all applicable
regulations of the Palm Springs Zoning Ordinance, Municipal Code, or any
other City Codes, ordinances and resolutions which supplement the
zoning district regulations-
1 a. The owner shall defend, indemnify, and hold harmless the City of Palm
Springs, its agents, officers, and employees from any claim, action, or
proceeding against the City of Palm Springs or its agents, officers or
employees to attach, set aside, void or annul, an approval of the City of
Palm Springs, its legislative body, advisory agencies, or administrative
officers concerning Case 5.1147 — SNC. The City of Palm Springs will
promptly notify the applicant of any such claim, action, or proceeding
against the City of Palm Springs and the applicant will either undertake
defense of the matter and pay the City's associated legal costs or will
advance funds to pay for defense of the matter by the City Attorney. If the
City of Palm Springs fails to promptly notify the applicant of any such
claim, action or proceeding or fails to cooperate fully in the defense, the
applicant shall not, thereafter, be responsible to defend, indemnify, or hold
harmless the City of Palm Springs. Notwithstanding the foregoing, the
City retains the right to settle or abandon the matter without the applicant's
consent but should it do so, the City shall waive further indemnification
hereunder, except, the City's decision to settle or abandon a matter
following an adverse judgment or failure to appeal, shall not cause a
waiver of the indemnification rights herein.

2. This approval shall be contingent upon similar approvals granted by
Riverside County and the City of Desert Hot Springs, such that the entire
length of Indian Avenue between Interstate 10 and Highway 62 is
renamed to Indian Canyon Drive.
3. The applicant shall bear all the costs associated with this street name
change, including cost of changing street signs.
4. The applicant shall submit to the Director of Planning Services a date
coordinated with the City of Palm Springs' City Engineer, Riverside County
and the City of Desert Hot Springs at which all street signs are to be
replaced.

BACKGROUND:
Staff received an application for a street name change from the Century Vintage
Homes. The street in question, North Indian Avenue, is located in northern Palm
Springs beyond the Interstate 10 Corridor. Indian Avenue is primarily bordered by
commercial and manufacturing development; although there is some commercially-
zoned property where the street intersects with North Indian Canyon Drive.
The City limit extends through the middle of Indian Avenue beginning from the Interstate
10 Corridor to approximately 0.88 miles north. There are approximately seven
properties with five owners abutting North Indian Avenue within the City limits. Four of
the five property owners have signed a petition circulated by the applicant supporting
the proposal.
ANALYSIS:
The process of changing a street's name is governed by Chapter 14.08 of the Palm
Springs Municipal Code (PSMC). In accordance with Section 14.08 of the PSMC, "a
proposed change of street name may be initiated by filing with the Planning
Commission an application in the form prescribed by the Director of Planning and
Zoning." The form must be signed by the owners of at least sixty (60) percent of the
lineal frontage abutting the street to be affected. The applicant has provided approval
signatures from four of the five, or eighty percent, of the property owners within the city
limits.
A notice of the potential street name change was sent to all property owners abutting
the east and west sides of North Indian Avenue from the Interstate 10 corridor to
approximately 0.88 linear feet north. A letter of opposition was received from one of the
adjacent properties and is attached for the Planning Commission's review.
Pursuant to Section 14.08.080 of the PSMC, "At the time set for hearing, or at any time
to which the hearing may be continued, the commission shall hear and consider
proposals to adjust, alter or change the names of the streets mentioned in the
resolution, and objections to the proposals." Furthermore Section 14.08.090 of the
PSMC states that "at or after the conclusion of the hearing, the commission may make
any recommendation to the city council which the commission deems appropriate. In its
deliberations the commission shall consider any applicable specific plans in effect..." A
letter of opposition has been received expressing concern of costs incurred by the name
change for an individual business' marketing material. However, staff believes that the
change of Indian Avenue to Indian Canyon Drive is the best option if the street name is
to be changed; the name has historical value with the City and is an extension of an
existing street name which will connect the northern part of the City which with the Core.
There are no specific plans associated with this street.

the 1-10 corridor to the end of the city limits of the City of Palm Springs,
which is approximately 0.88 miles to the north; General Plan - Major

David Newell, Assistant Planner, provided background information as outlined in the
staff report dated April 25, 2007. He indicated a condition has been included to
ensure the applicant will bear the cost of changing the street signs. He noted a letter of
opposition was received from a business adjacent to Indian Avenue and the applicant
has addressed their concerns.
Vice Chair Hochanadel noted the only concern is that more history will be lost in this city
since the street name change will affect the entire street up to Highway 62.
The Commission discussed the approval process from the City of Desert Hot Springs
and Riverside County.
Chair Marantz opened the Public Hearing and there being no comments, the Public
Hearing was closed.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF DESERT HOT
SPRINGS ADOPTING THE STREET NAME CHANGE OF INDIAN AVENUE TO
NORTH INDIAN CANYON DRIVE
WHEREAS, Century Vintage Homes, a developer in Desert Hot Springs, has requested a street
name change to maintain street name continuity from the City of Palm Springs to the City of
Desert Hot Springs; and
WHEREAS, all public agencies having interest in the street name change have been contacted
and have no objection to the change of the name;and
WHEREAS, the area within Desert Hot Springs which would be affected by this change is all
vacant land and no addresses will need to be changed.
NOW, THEREFORE, 13E IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF DESERT
HOT SPRINGS AS FOLLOWS.,
That the street currently named Indian Avenue be hereby renamed North Indian Canyon Drive
within the City of Desert Hot Springs.
That the City Clerk be directed to file a certified copy of this Resolution with the Board of
Supervisors and the Surveyor of Riverside County_
