SUBJECT: Purchase Notebook Computers for Mobile Data Computing

SUMMARY
It is recommended that the City Council approve the purchase of 50 Panasonic
Toughbook CIF 51 semi-rugged notebook computers in an amount not to exceed
$90,000, and authorizing the City Manager to execute all necessary documents.
RECOMMENDATION:
1. Adopt Minute Order No approving the purchase of 50 Panasonic Toughbook
CIF 51 semi-rugged notebook computers from GTSI Corp., in an amount not to
exceed $90,000; and
2. Authorize the City Manager to execute all necessary documents_
STAFF ANALYSIS:
The Police Department's patrol officers have Mobile Data Computers (MDC's) in their
patrol cars. This is how they receive their calls for service and what they use to write
their crime reports.
The Police Department originally purchased notebook computers seven years ago
expecting they would last only three years. The old model computers are wearing out
and in need of replacement. This request is to purchase 50 Panasonic CF 51 semi-
rugged notebook computers from GTSI Corp. at an estimated cost of $1,605 each,
which includes one gigabyte (1GB) of upgraded memory. This meets the specifications
of our new CYRUN CAD/RMS software requirements.

Purchase Notebook Computers
There are other semi-rugged notebook computers available, however Panasonic's
prices and specifications are considerably more attractive than any of the others. GTSI
is able to provide the quality and quantity we need under a government contract, and
their product support has been excellent in the past.
Section 7.09-010 of the Municipal Code provides that the City Council may authorize the
acquisition of supplies, equipment or services through a joint powers or other
cooperative purchasing program with a public entity or association of public agencies.
GTSI Corp. holds a competitively bid government contract with US Communities, a
nationwide cooperative government purchasing alliance utilized by public agencies to
acquire supplies and services. Pursuant to the requirements of Section 7.09.010, the
Procurement Manager has determined that utilization of US Communities contract
#RQ03-605674-16A with GTSI is acceptable and will adequately protect the public
interest in that the total cost of the computer equipment is likely to be less than what
could be obtained through an independent City competitive process.
FISCAL IMPACT: Finance Director Review:
All of the money used for this purchase will come from the State Supplemental Law
Enforcement Services Funding (SLESF) grant. No General Fund money will be used.

2007.
