Ready, City Manager Initiated by: Parks and Recreation and Public Works/Facilities Departments SUMMARY The purchase of the new Motorola irrigation and lighting system will replace the existing antiquated system at DeMuth Park with an automated system that will allow better water utilization and timing of the lighting to directly correspond to users while reducing operating costs. This new system is the first phase of upgrading the city-wide facilities for water and utility conservation. RECOMMENDATION: 1) Adopt Minute Order No. approving the purchase of a Motorola irrigation and lighting control system for DeMuth Park from CIS Irrigation, Inc. in an amount not to exceed $43,836.00. 2) Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: City irrigation and lighting facilities are in need of replacement. In response to current trends in water and power efficiency, new controlling systems have been developed that provide automated systems that assist with conservation. Motorola has become the tested leader in the provision of automated systems that can coordinate city-wide functions, including irrigation, lighting, as well as many other functions. Staff has researched the Motorola system, already used in Item 2 . E . City Council Staff Report May 16, 2007— Page 2 Irrigation and Lighting Control several other communities, and recommends the purchase of the first phase of software and equipment that will allow the City to begin the upgrade of all facilities over time. The purchase of this first-phase system includes the operating system and software along with new controllers to be installed at DeMuth Park. With the purchase of this initial system, new areas can be added as funding is available and will allow coordinated irrigation and lighting control at DeMuth Park this year. It is intended that this new system will assist in reducing long-term operating costs through water conservation and correlating the powering of lights directly to the times needed. Section 7.09.010 of the Municipal Code provides that the City Council may authorize the acquisition of supplies, equipment or services through a joint powers or other cooperative purchasing program with a public entity or association of public agencies. The Procurement Division extensively researched cooperative purchase opportunities for the Motorola system and found that the City of Beverly Hills recently conducted a formal competitive process which resulted in an award to CIS Irrigation, Inc. of San Diego for the same system. The Beverly Hills installation in Roxbury Park has now been successfully completed to the satisfaction of their agency. Pursuant to the requirements of Section 7.09.010, the Procurement Manager has determined that utilization of the City of Beverly Hills formal bid process No. 06-14 and resulting award and purchase order 06203509 to CIS Irrigation, Inc. is acceptable and will adequately protect the public interest in that the total cost of the equipment and installation is likely to be equal to or less than what could be obtained through an independent City competitive process.
