Ready, City Manager BY: Department of Aviation SUMMARY Each year the Palm Springs International Airport (PSP) receives federal grants under the Federal Aviation Administration's (FAA) Airport Improvement Program (AIP). The airport expects to receive two AIP discretionary grants in the near future. RECOMMENDATION: 1. Adopt Minute Order No. Authorizing the City Manager to accept Federal Aviation Administration (FAA) Grant No. 3-06-0181-41 (AIP 41) for a total amount not to exceed $1,500,000 for the design of the next airfield project and Grant No. 3-06-0181-42 (AIP 42) for a total amount not to exceed $350,000 for the Master Plan. 2. Authorize the City Manager to execute all necessary documents. STAFF ANALYSIS: The FAA has indicated that a discretionary grant under AIP 41 in an amount not to exceed $1,500,000 is anticipated to be offered to PSP and the City will be required to accept the grant within five (5) days of the offer. These funds will be used to reimburse the airport for the design of the next airfield project. The FAA has indicated that a discretionary grant under AIP 42 in an amount not to exceed $350,000 is anticipated to be offered to PSP and the City will be required to accept the grant within five (5) days of the offer. These funds will be used to begin the Master Plan process. ITEM NO.2 —.....— City Council Staff Report (May 2, 2007 -- Page 2 (AIP 41 and 42 Grant Acceptance) These AIP grants for airport development and improvement projects are consistent with PSP's current Airport Master Plan and Airport Capital Improvement Program (ACIP). Once a grant offer is made, the airport must be able to act promptly to ensure timely acceptance of the grant. Staff is bringing this minute order forward for adoption in anticipation of receiving these AIP grants in the near future. FISCAL IMPACT: Finance Director Review: The FAA grant will fund 95% of eligible project costs, the remaining 5% will be funded from the airport's fund balance. AIP 41 design funds have already been approved and encumbered in the current Fiscal Year budget in the amount of $1,140,783 (AIP 41 — Acct. #415-6400-56080), This grant will reimburse the airport for 95% of this expense.
