Subject: APPROVAL OF PLANS, SPECIFICATIONS AND ESTIMATE (PS&E)
AND AUTHORIZATION TO BID THE VISTA CHINO (STATE HIGHWAY
111)/SUNRISE WAY STREET IMPROVEMENTS, CITY PROJECT NO.
06-06

SUMMARY
The Vista Chino (State Highway 111)/Sunrise Way Street Improvements, City Project
06-06, is a project being undertaken by the City on behalf of McCormack Baron Salazar,
Inc., in partnership with Desert AIDS Project, Desert Healthcare District, Riverside
County and the City of Palm Springs, partners in the development of the Vista-Sunrise
Project. The construction documents (Plans, Specifications and Estimate) are being
completed and, in accordance with 7.03.040 of the Procurement and Contracting Code
the Council is required to approve and adopt plans, specifications and working details,
and authorize the bid request for all public projects in excess of $100,000. Approval of
this project will allow staff to proceed with this public project, with an estimated cost of
approximately $300,000.
RECOMMENDATION:
1) Adopt Minute Order No. , "Approving the plans, specifications and working
details for the Vista Chino (State Highway Ill)/Sunrise Way Street
Improvements, City Project 06-06, and authorizing staff to advertise and solicit
bids."
STAFF ANALYSIS:
On July 16, 2003, the City Council approved Case 5.0934, PD-281, ("Vista Sunrise
Project'), an application by McCormack Baron Salazar, Inc., for the construction of 85
transitional housing units and family care center on property owned jointly by the City of
Palm Springs, Desert Health Care District, and the Desert AIDS Project. The property
is located around the Desert AIDS Center, located at the southwest corner of Vista
Chino (State Highway 111) and Sunrise Way.

Vista China/Sunrise Way Street Improvements (CP 06-06)
Included with the City's approval of the Vista Sunrise Project was the requirement to
widen Vista Chino (State Highway 111) to the full General Plan width for a major
thoroughfare, across the frontage of the property extending to Sunrise Way. This
widening would match the existing street width of Vista Chino adjacent to the Palm
Springs Marketplace (Stater Brothers) Shopping Center east of Sunrise Way, and
significantly improve traffic circulation at this major intersection.
On May 18, 2005, the City Council and Community Redevelopment Agency approved a
Public Improvement Reimbursement Agreement between the City and Vista Sunrise,
L.P., to identify the separation of the required off-site street widening improvements
from other property transfer issues associated with the Disposition-Development
Agreement approved for the Vista Sunrise Project. Given that Riverside County had
determined to proceed separately with construction of its medical center, the
Reimbursement Agreement allowed the City to take on the responsibility of constructing
the project's required off-site improvements, with reimbursement to be received by the
City from the other partners in the Vista Sunrise Project.
McCormack Baron Salazar, Inc., contracted with DMC Design Group, to prepare the
plans, specifications and estimates for the widening of Vista Chino (State Highway 111),
extending to Sunrise Way. The project includes street widening, and relocation of the
existing traffic signal at Sunrise Way. The plans have been reviewed and approved by
Caltrans, having jurisdiction over State Highway 111, and the City has received an
Encroachment Permit to proceed with the project.
Section 7.03.040 of the Procurement and Contracting Code requires that for public
projects in excess of $100,000 Council approve and adopt the plans, specifications and
working details, and authorize staff to advertise for construction bids. The Engineer's
Estimate for this project is approximately $300,000. Approval of the recommended
action will allow staff to proceed with bidding of this project, with a tentative bid opening
date of June 5, 2007, and an award date of June 20, 2007.
FISCAL IMPACT:
Funding for this project is available through Community Redevelopment Agency funds,
in accoun 82-8382-85146 and 881-8191-50000.

City Council of the City of Palm Springs, California, in a meeting thereof held on
the 2nd day of May, 2007.
