Ready, City Manager SUMMARY The requested action would be the 6th Amendment to the Allocated Positions and Compensation Plan for 2006 -- 2007 which adds: Executive Director -- Palm Springs International Airport. RECOMMENDATION: Adopt Resolution No. , "A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF PALM SPRINGS, CALIFORNIA APPROVING AMENDMENT NO. 6 TO THE ALLOCATED POSITIONS AND COMPENSATION PLAN ADOPTED BY RESOLUTION 21612." CITY MANAGER ANALYSIS: In recent years, the Palm Springs International Airport has realized yearly passenger growth exceeding the national average. As a result of this growth, airport passengers totaled approximately 1.5 million in 2006. In 2007, the Palm Springs Airport continues to set growth records, increasing 8% over the month of February, 2006. Palm Springs is one of only a small number of airports within the nation to realize this significant growth. Potentially, with these increases, the Airport will be serving in excess of 2 million passengers per year by 2010. At the April 11, 2007 regular meeting of the Palm Springs International Airport Commission, airport staff reported that passenger growth has resulted in the airport being one of the fastest growing in the country and the fastest growing on the west coast. The Director of Aviation reported that the fast pace of passenger growth is taxing the terminal and Iandside facilities as they are not adequately sized to meet the ti��;0. ITEM NO. G(V City Council Staff Report April 18, 2007—Page 2 Allocated Positions demand. The resultant overcrowding is manifesting itself in the form of issues relating to maintenance and passenger services. A positive passenger experience at the airport has always been a priority of the Commission and City Council. Overcrowding at an airport adds to the already complicated job of balancing passengers' needs with rigid federal regulations for safety and security. In a resort community, particularly, it takes a highly qualified executive level of airport management to manage the conflicts generated by overcrowding in an undersized facility. Moreover, without adequate top level management focus on these complex issues and challenges, passenger dissatisfaction can soon lead to a downturn in activity. Hence, with the Director of Aviation expending a great deal of effort to balance overcrowding and traveler satisfaction, it becomes increasingly more difficult to carry out all the work necessary for facility expansion. The Airport is also facing issues of a new Control Tower, Terminal entrance reconfiguration, a major food concession expansion program, current Passenger Hold Room demolition and completing the main courtyard landscaping project. Additionally, future projects will likely include an expansion of the ticket lobby, parking structure, updating the Airport Master Plan, International Terminal and other Airport land use developments. To assist with this effort, particularly in the area of construction projects, the City Manager's Office has had to provide direct involvement, which detracts from other duties required of the City Manager. The Airport Commission was briefed on a proposed new management structure at their meeting on April 14th. While some commissioners voiced their concerns about the proposed change, I articulated that, in order to successfully manage increased passenger issues while continually expanding the Airport, the Airport requires a greater presence of top level executive management. Further, I noted that providing enhanced management resources cannot be achieved by continuing to augment the Airport management structure with the City Manager's time, but rather, by establishing a new position of Executive Director of the Palm Springs International Airport. This new Executive Director position, which serves at the Assistant City Manager/Deputy City Manager level, will allow for a more efficient coordination of construction projects, master planning and airport policy decisions, which in turn, allows the Director of Aviation to focus on management duties related to the increasing challenges of daily aviation operations. City Council Staff Report April 18, 2007— Page 3 Allocated Positions FISCAL IMPACT: The annual financial impact to the Airport Fund for the new position will range from $30,000 to $50,000. This calculation is based upon not funding the current vacant Assistant Aviation Director's position. Sufficient funds are available in both the current fiscal year budget, and in the Airport budget for the upcoming 2007/08 fiscal year. S r� David H. THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY RESOLVE AS FOLLOWS: SECTION 1. That the Allocated Positions and Compensation Plan for positions in the City Service for fiscal year 2006-2007 is hereby amended as follows: SECTION 2.
