The City Council subcommittee of Mayor Oden and Councilmember Mills recommends
the appointment of Dr. Robert Gebhart and Norm King to the Palm Springs International
Airport Commission, to fill unexpired vacancies ending June 30, 2009. Attached for
your review are their respective applications.

Background/Work Experience/Civic Involvement
I have a long standing interest in aviation including being a flight surgeon in the U.S.Air Force (1968- 1970).
During that time, I flew as a crew member and was Chief Flight Surgeon with multiple administrative duties at
Fairchild Air Force Base in Spokane,WA from 1969-1970. 1 was a board member of the California Medical
Association for six years(1993- 1999) board member of Riverside County Medical Association for fifteen years
and Board of Directors of the Eisenhower Medical Center(2001 to present), I understand the advisory function
of a commission member and the management role of staff. I am currently an active medical staff member of
Dein the Coachella Valley has given me an opportunity to work with sert Regional Medical Center and
Eisenhower Medical Center. I have served as President of the staff of Eisenhower Medical Center(2000-
2001)and was on the Executive Committee at Desert Hospital(1982-1983).
Describe your knowledge of the functions, regulations and procedures of the commission which you would like to serve.
I have attended two recent airport commission meetings and observed the commissioners and staff dealing
with issues which affect the function of the P.S.Airport. I listened to discussion regarding leases with the
airport,facilities maintenance and expansion,operations present and planning for future operations and
budgetary areas. I have discussed the commission and it's function with Mr. Elsner and Mr. Spicer. I think that I
have a good grasp of the function of the airport commission and the individual commissioners'role in working
witht the Director of Aviation and staff-
7 cific attitudes, skills and expertise do you think you have to enhance the work of the commission?
I believe that I can be an analytical thinker as problems are dealt with during commission meetings.The risks
of pandemics and bio-terrorism are areas where I can bring additional knowledge and access information to
deal with potential problems in this area. I am experienced in problem solving and helping to build consensus.
As a hospital leader, I have chaired a committee dealing with sensitive, confidential matters regarding health
providers,so I understand the delicate nature of confidentiality such as in matters of negotiations.As a
business co-owner, I have had experience mentoring colleagues and employees.
What specific issues or problems face the board/commission? Do you have any suggestions to address those issues or
problems.
Expansion of the airport facilities to handle growth in the valley is going to continue to be vital. Fiscal
responsibility in doing this while maintaining a pleasant, safe environment for our customers,the fying public, is
of particular interest to me and I believe I can contribute to the discussion. I believe a cell telephone parking lot
with flight information should be considered to relieve congestion and pollution around the terminal curbsides.
This would also enhance security with fewer vehicles repeatedly passing the area designated for pick up and
drop off of passengers. Preparation and planning for a possible pandemic should be considered and we can
learn from experiences in Singapore and Hong Kong with S.A.R.S. I want the aiport to continue to be an
attractive, efficient entry/exit for visitors to Palm Springs and enhance the visitors'experience to our area.
Additional qualifications for the Rent Control Commission are:
a) applicant may not be a landolord or tenant subject to the rent control ordinance;
b) must submit a verified statement as to present holdings and interests in real property in the City.

the financing and construction of the Palm Springs Convention Center;was instrumental(along with Sonny
Bono)in the establishment of the valley-wide Convention and Visitors Bureau,and assisted in the construction
of airport major improvements in the 1980's and helped initiate development of the financing plan which led
ultimately to the terminal expansion completed akiou[five years ago.

discussions involving all Southern California airports,including Palm Springs International.I was
in discussions and funding decisions with the City of Ontario and ONT in regard to masterplan and
issues regarding ONT.My transportation experlence is extensive and I am recognized as an advocate
Empire transportation issues,such as dealing with the movement of goods. I have a solid
anding of large-scale transportation construction projects(SANDAG constructed most of the new 210
y and many other such projects in San Bernardino County). I have a strong historical and operational
anding of PSP. I am viewed as a team player and a facilitator.I fully understand the the distinct roles of
mission,the airport staff and the City Council.
