SUBJECT: APPROVE PURCHASE OF AIRFIELD PAINT STRIPING MACHINE FOR
THE AIRPORT AND APPROVE RELATED AIRPORT BUDGET
AMENDMENT FOR FY 2006-2007

SUMMARY
The airfield paint striping machine recently became inoperable and is considered to be
at the end of its' service life. It is recommended that funds be transferred from the
Airport Retained Earnings account for the purchase of a replacement machine.
RECOMMENDATION:
1. Adopt Minute Order approving the purchase of one (1) new airfield
paint striper for the Airport in the amount of$147,167.11 from MacQueen
Equipment, Inc. of St. Paul, MN.
2. Adopt Resolution No. "A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF PALM SPRINGS, CALIFORNIA, AMENDING THE BUDGET
FOR THE 2006-07 FISCAL YEAR.
3. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
The Airfield paint striping machine was purchased in 1994 and has been in continuous
service since that time. The machine is scheduled for replacement, however it has
recently became inoperable, due to a major component failure. City Fleet Operations
recommended the unit not be repaired due to cost and age of the machine. At present,
the Airport's paint striping needs are being met through the combined efforts of a private
contractor and Airport staff.

Airfield Paint Striper Replacement
Section 7.09.010 of the Municipal Code provides that the City Council may authorize the
acquisition of supplies, equipment or services through a joint powers or other
cooperative purchasing program with a public entity or association of public agencies.
The Minneapolis-St. Paul International Airport recently awarded a purchase contract to
MacQueen Equipment, Inc. to acquire a new M-B Model 245 Airless Striper. Pursuant to
the requirements of Section 7.09.010, the Procurement Manager has determined that
utilization of Minneapolis-St. Paul Airport's purchase contract (#47667 OP) is
acceptable and will adequately protect the public interest in that the total cost of the
equipment is likely to be less than or equal to the cost obtained through an independent
City competitive process.
At its regularly scheduled meeting on March 14, 2007, the Airport Commission
recommended the City Council approve the purchase of the replacement airfield paint
striper machine and the related budget amendment.
FISCAL IMPACT:
Funds for this purchase will be available in Account # 415-6500 as a result of
the budget amendment proposed from the Airport Fund's Retained Earnings Account
415-29302. in the amount of $147,167.11 .

AMENDING THE BUDGET FOR FISCAL YEAR
2006-2007
WHEREAS, Resolution 21611 approving the budget for the fiscal year 2006-07
was adopted on June 7, 2006; and
WHEREAS the City Manager has recommended, and the City Council desires to
approve, certain amendments to said budget.
THE CITY COUNCIL OF THE CITY OF PALM SPRINGS DOES HEREBY
RESOLVE AS FOLLOWS:
