BY: Palm Springs Police Department
SUMMARY
It is recommended that the City Council authorize the City Manager to accept a Grant
from the Commission on Peace Officer Standards and Training (P.O.S.T.) in the amount
of $90,000. The entire grant has been committed to fund the Tactical Medical training
courses.

Grant in the amount of$90,000.
2. Authorize the City Manager to execute all necessary documents.
STAFF ANALYSIS:
Dr. Lawrence Heiskell MD is the founder of the International School of Tactical
Medicine. Dr. Heiskell provides training to physicians, EMT's, Paramedics and others in
the area of emergency medical procedures in conjunction with police tactical situations.
Dr. Heiskell is also a Reserve Officer with the Palm Springs Police Department, and is a
member of the Special Response Team.
Dr. Heiskell was successful in obtaining this grant from P.O.S.T. for the purchase of
vehicles and equipment necessary to teach this course. The Police Department has
hosted this training for the last several years, and it has been a very successful course.
Several City employees have completed this training. During the next five years, the

Acceptance of P.O.S.T Grant
provided by the Police Department. After five years, the equipment is transferred to the
City without restriction.
FISCAL IMPACT: IFinance Director Review:
No matching funds are required to obtain this grant. The cost to purchase these
vehicles and outfit them with decals and all special equipment will be covered by the
amount awarded in the grant. The vehicles will be added to the City's fleet, and will
require routine maintenance. One of the vehicles is a trailer and will not require much
maintenance. The other vehicle is a truck, and as it will get very limited use as it will be
used for training only, the annual maintenance cost is estimated to be $1000-$3000 per
year.
